Job description

JASARA PMC is seeking a dedicated Lead Engineer to act as an independent contractual authority and represent the Engineer's role under FIDIC forms of contract across client's contractor agreements. This position requires extensive expertise in contract administration, engineering oversight, and dispute-neutral decision-making on major infrastructure or construction projects. The role demands a seasoned professional with 20-25+ years of experience and prior appointment as Engineer on major contracts.

Responsibilities
Contractual & FIDIC Administration
  • Act as the Engineer under FIDIC contracts, ensuring fair and impartial administration of contracts between Employer and Contractor
  • Administer QIC-based contractor agreements in compliance with FIDIC procedures and contractual obligations
  • Review and certify:
    • Interim and final payment certificates
    • Variations, claims, and extensions of time (EOT)
    • Contractor submissions and deliverables
  • Ensure proper documentation, notices, and contractual communications are maintained in accordance with FIDIC requirements
Independent Authority
  • Serve as an independent decision‑making authority, maintaining neutrality between contracting parties
  • Assess contractor and employer claims objectively, issuing determinations and decisions based on contract provisions
  • Provide professional judgments that minimize disputes and support project continuity
Technical Oversight
  • Provide high‑level engineering leadership and ensure compliance with project specifications, codes, and standards
  • Review and approve design submissions and technical deliverables
  • Oversee construction activities to ensure alignment with approved plans and contractual scope
Stakeholder Management
  • Act as the key interface between Employer, Contractors, consultants, and regulatory bodies
  • Lead meetings, progress reviews, and resolution discussions related to contractual and technical issues
  • Provide strategic advice to the Employer on contractual risks and mitigation strategies
Risk & Claims Management
  • Proactively identify project risks and contractual issues
  • Manage and evaluate claims, disputes, and variations with strong commercial awareness
  • Support dispute avoidance and resolution mechanisms, including DAB/DAAB processes where applicable
Requirements
Qualifications & Experience
  • Experience: Minimum 20-25+ years of progressive experience in engineering and contract management
  • Proven track record serving as Engineer (as defined under FIDIC) on major infrastructure or construction projects
  • Deep expertise in FIDIC contract forms (Red Book, Yellow Book, etc.)
  • Strong background in large‑scale, complex contractor environments
