Zusammenfassung

Horizontal Digital is seeking a National Talent & Compliance Lead to own Saudization, visas, and government relations in Saudi Arabia. This senior role combines compliance management with Saudi national hiring leadership and cross-functional collaboration across HR, IT, and leadership teams.

You will drive end-to-end visa processes, track quotas, and build local talent pipelines while shaping programs to attract Saudi graduates and professionals.

Qualifikationen

• KSA national required.
• Proven experience in Saudization, government relations/PRO, visa & immigration, or senior HR role in Saudi Arabia.
• Hands-on experience managing expatriate visa and iqama processes—work visas, renewals, cancellations.
• Experience coordinating with an insurance broker on health insurance additions and removals.
• Strong working knowledge of Saudization, MHRSD regulations, and Qiwa/Muqeem/GOSI platforms.
• Experience sourcing Saudi national candidates.
• Experience with designing and leading Saudi National Graduate programmes.
• Excellent stakeholder management and advisory skills, comfortable engaging senior leadership.
• Strong organizational skills, with a track record of managing multiple deadlines simultaneously.
• Confidentiality and ability to interface with individuals at all levels, both inside and outside the organization.
• Knowledge of ATS systems and Microsoft Word, PowerPoint, Outlook and Excel.
• Bachelor’s degree preferred.

Aufgaben

• Manage end-to-end visa and immigration processes for expatriate employees and their eligible family members.
• Apply for and manage different visa types needed for Horizontal Digital employees travelling to Saudi Arabia for work.
• Coordinate with the insurance broker to manage health insurance additions, amendments and removals.
• Own Saudization/Nitaqat tracking and proactively flag risks with recommended corrective actions.
• Act as Horizontal Digital’s primary point of contact for Saudization, visas and government relations matters.
• Monitor and interpret changes to KSA labour law, MHRSD regulations, and related platforms; translate into practical guidance for leadership and HR.
• Own government-related onboarding and offboarding for employees, contractors and families; coordinate with HR/IT/hiring managers.
• Keep leadership up to date on Saudization, visa and labour law rules and deadlines.
• Maintain accurate compliance, visa and insurance tracking and reporting for leadership.
• Lead sourcing, screening and recruitment for Saudi national hires, building a strong pipeline across open roles.
• Identify and help build programs to attract and develop Saudi national employees (e.g., university partnerships).
• Partner with hiring managers on workforce planning factoring Saudization targets from the outset.
• Maintain accurate candidate tracking in our ATS.
• Support wider Talent Acquisition and HR projects as needed.
• Act as culture ambassador for the Saudi team and coordinate local engagement events.
