Job summary

Acwa China is seeking an HSSE Officer to support risk assessments, incident reporting and HSSE compliance at the Sidra site. You will engage with contractors and regulators to uphold safety standards and ensure legal and contractual HSSE obligations are met.

The role requires a bachelor degree in safety/environmental engineering with 3–5 years of HSSE experience, plus recognized certifications. The position is based at Al Madinnah Al Manwarah, Sidra.

Qualifications

• Bachelor degree in Safety, Environmental or Engineering or equivalent.
• Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.).
• 3–5 years’ experience in HSSE in the Utilities / Energy sector.

Responsibilities

• Provide support to assess risks and review tasks to identify HSSE hazards.
• Attend meetings with contractors and vendors to ensure HSSE standards.
• Assist in HSSE management system implementation and emergency preparedness.
• Conduct site HSSE tours and develop daily/monthly HSSE reports.
• Support work permit system implementation to keep work areas safe.
• Assist in developing emergency drill scenarios and incident investigations.

Job Purpose

HSSE Officer will support the implementation, monitoring and enforcement of HSSE activities in the Plant, and take all necessary and reasonable actions to prevent harm to people, equipment and the environment, whilst ensuring compliance with legal requirements, organisational standards and contractual obligations.

Responsibilities

Technical Guidance and Services

• Provide support to assess risks and review tasks of key operational activities in order to identify and prevent probable HSSE hazards leading to significant losses.
• Attend meetings with contractors, sub-contractors, and vendors and advise them on the HSSE management and performance in order to create awareness and ensure adherence to defined standards.

HSSE Management Systems

• Assist in the implementation of the Plant’s HSSE management system, including emergency preparedness and management, to ensure conformity to Acwa Operations standards and compliance with HSSE legal requirements and contractual obligations.

HSSE Management, Monitoring & Reporting

• Conduct site HSSE tours on a day-to-day basis, monitoring the site HSSE performance and compliance to ensure adherence to the HSSE policies and procedures.
• Develop daily / monthly HSSE reports, highlighting any incidents, concerns and issues at the Plant to ensure timely escalation and resolution of problems at the site.
• Support the implementation of the work permit system, ensuring proper measures are taken prior to commencement of work such as equipment or plant isolation, shutdowns, commissioning etc., to ensure all work areas are safe for required work.

Emergency Planning and response

• Assist in the development of emergency drill scenarios and conduct site emergency mock drills, in order to check readiness for emergencies.
• Report and respond on an immediate basis to HSSE incidents using the established emergency communication channels and protocols, to minimize damages as much as possible.
• Participate in the investigations for reportable HSSE incidents, to contribute to the identification of root causes and provide recommendations for corrective and preventive actions.

Stakeholder Management

• Maintain positive working relationships with regulators and emergency services, contractors and local authorities to ensure mutual support and adherence to HSSE compliance requirements.

Training

• Assist to the delivery of HSSE training to ensure that all employees and contractor staff are aware of the HSSE standards and the asset HSSE management systems.
• Help advise contractors on the content of HSSE standards in order to create awareness on the HSEE expectations and enable the provision of best practices.
• Assist in the implementation of HSSE campaigns on the site to ensure proper HSSE Culture is disseminated to all employees and contract staff.

Who Will Fit

• Bachelor degree holder in Safety, Environmental or Engineering or demonstrable equivalent
• Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.)
• Professional membership or association with an international HSSE Institution (OSHA, IOSH, IEMA etc.)
• 3 - 5 years’ experience in HSSE in the Utilities / Energy sector
• Floating Solar PV experience preferred
• Needs to work closely with the HSSE Team Leader, Plant employees
• Needs to build a rapport with the Emergency Services, contractors, HSSE consultants and advisors
