Job summary

Dar Al Riyadh Group is seeking an experienced HSE professional to enforce the Project HSE Plan and ensure compliance with Saudi Labour Law, Civil Defense, and environmental regulations. You will conduct daily site inspections, monitor high-risk activities, and coordinate with contractor HSE teams and authorities.

The role requires a Bachelor’s degree in a related field, 12+ years in construction HSE, and NEBOSH certification. Fluency in English is mandatory; Arabic preferred.

Qualifications

• Minimum 12 years of construction HSE management, monitoring, or supervision experience.
• NEBOSH International General Certificate or NEBOSH Diploma mandatory.
• Fluency in English; Arabic preferred.
• Valid Saudi Council of Engineers registration required.
• Experience with high-rise buildings and large-scale renovations is preferred.

Responsibilities

• Enforce the approved HSE plan and relevant laws and regulations.
• Conduct daily site inspections to ensure health, safety, environmental, and fire-protection compliance.
• Review risk assessments, JSAs, lifting plans, and emergency procedures.
• Implement and monitor Permit-to-Work for high-risk activities.
• Coordinate with HSE teams, project engineers, and authorities.
• Investigate accidents, incidents, and near misses; determine root causes.
• Prepare weekly and monthly HSE performance reports.

Job Safety Analysis (JSA)

Job description

• Enforce the approved Project HSE Plan, Saudi Labour Law, Civil Defense requirements, and applicable environmental regulations.
• Conduct daily site inspections and ensure compliance with health, safety, environmental, and fire-prevention requirements.
• Monitor high-risk activities, including work at height, facade scaffolding, suspended cradles, structural cutting, demolition, hot works, lifting operations, and confined-space entry.
• Review contractor method statements, risk assessments, Job Safety Analyses, lifting plans, and emergency procedures.
• Implement and monitor the Permit-to-Work system for all high-risk activities.
• Inspect scaffolding, access systems, excavation protection, temporary works, electrical safety, and fire-protection arrangements.
• Monitor site logistics, vehicle movements, material deliveries, pedestrian protection, and emergency access routes.
• Enforce dust, noise, waste, and environmental-control measures within the congested Madinah Central Area.
• Conduct toolbox talks, safety inductions, weekly HSE audits, and emergency evacuation drills.
• Identify unsafe acts and conditions and issue safety observations, warnings, or stop-work instructions where necessary.
• Investigate accidents, incidents, and near misses; determine root causes and monitor corrective and preventive actions.
• Maintain HSE registers, inspection records, incident reports, statistics, permits, and training records.
• Coordinate with contractor HSE teams, project engineers, Saudi Civil Defense, and relevant municipal authorities.
• Monitor the availability and condition of personal protective equipment, emergency equipment, and firefighting systems.
• Prepare weekly and monthly HSE performance reports for the Project Manager.
• Bachelor’s degree in Engineering, Safety Management, Environmental Science, or a related discipline.
• Minimum 12 years of construction HSE management, monitoring, or supervision experience.
• NEBOSH International General Certificate or NEBOSH Diploma is mandatory.
• Valid Saudi Council of Engineers registration in the applicable professional category is mandatory.
• OSHA 30-Hour Construction or IOSH Managing Safely certification is required.
• Proven HSE experience on high-rise buildings, five-star hotels, major renovations, or brownfield projects.
• Strong practical experience managing work at height, demolition, hot works, lifting operations, confined spaces, and temporary works.
• Strong knowledge of Saudi Labour Law, Saudi Civil Defense requirements, fire-safety regulations, and municipal environmental standards.
• Experience implementing Permit-to-Work systems, risk assessments, JSAs, incident investigations, and emergency-response plans.
• Previous experience working with an engineering consultancy or construction supervision consultant.
• Strong reporting, auditing, communication, and contractor-management skills.
• Ability to issue and enforce corrective actions and stop-work instructions when necessary.
• Experience in Madinah Central Area or similarly congested and sensitive locations is strongly preferred.
• Fluency in written and spoken English is mandatory; Arabic is preferred.
