Job summary

Qualifications

• Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Engineering, or related discipline.
• Minimum 10 years of HSE experience in construction, preferably on residential/villa projects.
• Experience in Saudi Arabia with knowledge of local regulations and authorities.
• NEBOSH IGC, OSHA, IOSH or equivalent HSE certification.
• Fluent in English; Arabic skills are advantageous.

Job description

We are seeking a qualified Safety Engineer to join the construction supervision team for a residential villas project in Riyadh. The successful candidate will be responsible for monitoring and enforcing contractor compliance with project HSE requirements, Saudi Arabian regulations, and international best practices. This role is critical in ensuring a safe working environment across all active construction areas, protecting workers, subcontractors, and site visitors throughout the project lifecycle.

Key Responsibilities

• HSE Plan Review & Compliance: Review, evaluate, and approve contractors' HSE plans, method statements, risk assessments, and job safety analyses (JSAs) to ensure adequate hazard identification and control measures are in place .
• Site Supervision & Monitoring: Conduct daily site safety inspections and audits across active construction areas to identify unsafe acts, unsafe conditions, and environmental risks. Ensure prompt corrective actions are implemented and documented .
• Contractor Performance Management: Monitor contractor and subcontractor safety performance against project KPIs and HSE objectives. Verify that all personnel are appropriately trained, inducted, and competent for their assigned roles .
• High-Risk Activity Oversight: Monitor work activities involving excavation, working at height, scaffolding, lifting operations, electrical work, and other high-risk construction activities specific to villa construction. Ensure permit-to-work systems are properly implemented .
• Incident Investigation: Participate in incident, accident, and near-miss investigations. Conduct root cause analysis and ensure effective corrective and preventive measures are implemented and tracked to closure .
• Training & Awareness: Conduct safety inductions, toolbox talks, and awareness sessions for contractors and site staff. Promote a positive safety culture across the project .
• Emergency Preparedness: Support emergency response planning and drills, including fire evacuation, heat stress management, and first aid response. Verify that emergency procedures are documented and communicated to all site personnel .
• Reporting & Documentation: Prepare HSE inspection reports, observation reports, non-conformance reports, and monthly performance summaries. Maintain comprehensive safety records and documentation .
• Regulatory Compliance: Ensure full compliance with Saudi Arabian health, safety, and environmental regulations, including Ministry of Human Resources and Social Development (MHRSD) requirements, Saudi Building Code (SBC), and Civil Defense regulations .
• Stakeholder Liaison: Liaise with client representatives, contractors, and regulatory authorities on all HSE-related matters. Attend progress, coordination, and safety meetings .

Qualifications

• Education: Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline .
• Experience: Minimum 10 years of HSE experience in construction, with specific experience on residential building or villa construction projects. Experience within an HSE function on construction supervision projects is strongly preferred .
• Saudi Experience: Demonstrated experience working on projects within Saudi Arabia (KSA), with strong knowledge of local HSE regulations and authority requirements .
• Certifications: NEBOSH IGC, OSHA, IOSH, or equivalent HSE certification .
• Technical Knowledge: Strong understanding of risk assessment methodologies, hazard identification techniques, and construction safety best practices. Knowledge of permit-to-work systems, JSA development, and incident investigation procedures .
• Language Skills: Fluent in English (written and spoken). Arabic language skills are highly advantageous .
• Reporting Skills: Proficiency in Microsoft Office applications and HSE reporting systems. Strong report writing and communication skills .

Preferred

• Saudi Council of Engineers (SCE) registration or eligibility .
• Additional certifications in incident investigation, risk assessment, or auditing .
• Experience with ISO 45001 or similar HSE management systems
