Job summary

Confidential is seeking an HSE Manager to lead the Health, Safety and Environmental functions for a major luxury hospitality development in Riyadh. You will drive world-class HSE performance and a Zero Harm culture across the project, interfacing with the Client, PMC, Consultants and Saudi authorities.

The role requires 12+ years of HSE experience in large-scale construction, with 5+ years in senior HSE leadership on Tier-1 projects, and strong knowledge of Saudi regulations and international

Qualifications

• 12-18+ years of progressive HSE experience in major construction/EPC environments.
• 5+ years in HSE Manager / Senior HSE leadership roles on major projects.
• Experience with Tier-1/international contractors.
• Strong track record in luxury hotels, resorts, hospitality, mixed-use or mega developments.
• Previous KSA/GCC experience preferred.
• Experience managing large, multicultural workforces and multiple specialist subcontractors.
• Strong Client, PMC, Consultant and authority-facing experience.
• Delivery on large-scale, high-value projects.

Responsibilities

• Lead the project HSE strategy, governance and assurance framework in line with requirements.
• Drive a proactive Zero Harm culture, embedding safety leadership at all levels.
• Ensure compliance with Saudi HSE laws, Saudi Building Code, Civil Defense, ISO 45001/14001 and contracts.
• Provide senior HSE leadership across construction, MEP, façade, fit-out, commissioning and specialist works.
• Lead HSE governance of subcontractors and specialist contractors.
• Establish risk assessment, Permit-to-Work, RAMS, inspections and audits systems.
• Lead incident investigation and root-cause analysis with corrective actions.
• Develop Emergency Response and Crisis Management arrangements.
