Job summary

WSP in the Middle East is seeking an experienced Senior HSE Manager to lead health, safety and environmental activities for a major Riyadh infrastructure project as part of the PMCM team. The role provides strategic HSE leadership, oversees contractor compliance, and champions a positive safety culture while ensuring alignment with Saudi regulations and international best practices.

The candidate will have a Bachelor’s degree in a related field, NEBOSH Diploma or CSP/CMIOSH, 15+ years HSE

Qualifications

• Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or related field.
• NEBOSH Diploma, CSP, CMIOSH, or equivalent certification.
• Minimum 15 years HSE experience, including 8 years in a Senior HSE Manager role.
• Proven PMCM infrastructure project experience; GCC/KSA exposure preferred.

Responsibilities

• Lead all Health, Safety & Environmental activities across the infrastructure project for the PMCM team.
• Develop, implement, and continuously improve the HSE Management Plan and procedures.
• Ensure compliance with Saudi regulations and international best practices.
• Review and approve contractors’ HSE plans, risk assessments, and emergency procedures.
• Monitor performance, conduct audits, incidents investigations, and manage KPIs.

WSP is seeking an experienced Senior HSE Manager to lead all Health, Safety and Environmental activities for a major infrastructure project in Riyadh. Acting as part of the PMCM team, the successful candidate will provide strategic HSE leadership, oversee contractor compliance, champion a positive safety culture, and ensure all project activities are delivered in accordance with applicable Saudi regulations, client requirements, and international best practices.

Responsibilities

• Lead and oversee all Health, Safety & Environmental (HSE) activities across the infrastructure project on behalf of the PMCM team.
• Develop, implement, and continuously improve the project HSE Management Plan and associated procedures.
• Ensure compliance with client HSE requirements, Saudi regulations, and international best practices.
• Review, assess, and approve contractors' HSE plans, risk assessments, method statements, and emergency response procedures.
• Monitor contractor HSE performance and ensure adherence to project safety standards and contractual obligations.
• Conduct regular site inspections, audits, and management walkdowns to identify risks and verify compliance.
• Lead investigations of incidents, accidents, near misses, and unsafe acts, ensuring root cause analysis and corrective actions are implemented.
• Establish and monitor HSE key performance indicators (KPIs), targets, and reporting mechanisms.
• Advise the Project Director and senior leadership team on HSE risks, trends, and mitigation strategies.
• Ensure effective implementation of permit-to-work systems and control of high-risk activities.
• Review construction methodologies and provide recommendations to eliminate or minimize health and safety risks.
• Lead HSE meetings, workshops, toolbox talks, and safety leadership initiatives.
• Promote a strong safety culture through workforce engagement, behavioural safety programs, and awareness campaigns.
• Coordinate with client representatives, contractors, regulatory authorities, and other stakeholders on all HSE matters.
• Manage and mentor HSE personnel, ensuring adequate resourcing, competency, and professional development.
• Oversee environmental compliance, including waste management, pollution prevention, and sustainability requirements.
• Ensure emergency preparedness plans are established, tested, and maintained throughout the project lifecycle.
• Prepare and present periodic HSE reports, dashboards, and management presentations to the client and project leadership.
• Support project risk management activities by identifying, assessing, and mitigating HSE-related risks.
• Drive continuous improvement initiatives to achieve project HSE objectives and world-class safety performance.

Qualifications

• Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
• Must hold a valid SCE Registration in Health & Safety.
• NEBOSH Diploma, CSP, CMIOSH, or equivalent professional certification.
• Minimum 15 years of HSE experience , including 8 years in a Senior HSE Manager role.
• Proven experience on large-scale infrastructure projects within a PMCM consultancy environment.
• Strong knowledge of Saudi HSE regulations and international best practices.
• Experience managing contractors, HSE audits, incident investigations, and risk assessments.
• Excellent leadership, communication, and stakeholder management skills.
• GCC/KSA project experience preferred.
• Fluent in English; Arabic is an advantage.
