Job summary

Majd Yanbu Industrial Company is seeking a hands-on HSE Inspector to build and uphold safety culture across a greenfield copper facility in Yanbu Industrial City. You will lead the plant's HSE function, set strategy, and manage its implementation for furnace, casting, rolling mill, workshops, and utilities.

The role requires 8–10+ years in industrial HSE with 3–5 years in management, strong knowledge of ISO 45001 and ISO 14001, and fluent English.

Qualifications

• Bachelor’s degree in a safety-related field and strong background in industrial HSE.
• 8–10+ years in HSE within heavy industry; 3–5 years in a managerial role.
• Solid knowledge of ISO 45001/ISO 14001 and their practical implementation.
• Experience in high-temperature/process hazards and safety governance.
• Fluent in English; strong written and oral communication in regulatory contexts.

Company Profile

Majd Yanbu Industrial Company is a joint venture between Elsewedy Cables and Alfanar Electrical Systems, building a state-of-the-art copper rod manufacturing facility in Yanbu Industrial City with a production capacity of 120,000 MT/year. As we approach commercial production, we're looking for a hands‑on HSE Inspector to help build and uphold our safety culture across the plant.This is a unique opportunity to join a greenfield industrial project and help shape the health, safety, and environmental standards of a modern copper smelting and rolling facility.

What You'll Do

• ▸ Lead and manage the plant's overall HSE function, setting the strategy, objectives, and annual HSE plan for the furnace and melting area, casting area, rolling mill, workshops, warehouses, and utility areas. Entire plant
• ▸ Develop, implement, and continuously improve HSE policies, procedures, and management systems (e.g., ISO 45001, ISO 14001) across all plant operations
• ▸ Oversee and approve high-risk work controls, including Permit to Work (PTW), Lockout/Tagout (LOTO), confined space entry, work at height, excavation, lifting, and hot work near molten copper and high-temperature equipment
• ▸ Lead risk assessments, hazard identification (HAZID/HAZOP), and job safety analyses for furnace, smelting, casting, and rolling operations
• ▸ Direct incident, injury, and near‑miss investigations; determine root causes and ensure closure of corrective and preventive actions
• ▸ Lead the plant's emergency response program, including fire‑fighting readiness, evacuation planning, drills, and coordination with Civil Defense and external emergency services
• ▸ Manage and mentor the HSE team (officers, inspectors, and coordinators), setting priorities, reviewing inspection findings, and building team capability
• ▸ Ensure contractor Third party & Visitors HSE compliance from pre‑qualification through active work, including audits and enforcement of company HSE requirements
• ▸ Monitor and report plant HSE performance (KPIs, leading/lagging indicators, incident trends) to senior management and the Chief Executive Officer
• ▸ Ensure compliance with Saudi HSE regulations and relevant authorities (Civil Defense, MODON/Royal Commission where applicable, HCIS, Ministry of Human Resources and Social Development)
• ▸ Own the PPE program, industrial hygiene monitoring (fire, heat, gas, chemical exposure), and control measures across the plant
• ▸ Design and oversee HSE training, induction, and Toolbox Talk programs for employees and contractors
• ▸ Manage the HSE budget, resources, and equipment (fire‑fighting systems, gas detection, PPE stock, safety signage)
• ▸ Represent HSE in management reviews, audits (internal/external/certification), and management‑of‑change processes
• ▸ Maintain and present HSE records, statistics, and reports required for certification, regulatory, and corporate reporting purposes

What We're Looking For

• ▸ Bachelor's Degree in Occupational Health & Safety, Industrial Safety, Environmental Health & Safety, Engineering, or a related field
• ▸ 8–10+ years of HSE experience in industrial/heavy industry environments, with at least 3–5 years in a managerial HSE role, preferably in hot metal manufacturing, copper melting, casting, or rolling mill operations
• ▸ Strong knowledge of HSE management systems (ISO 45001, ISO 14001) and their implementation in an industrial setting
• ▸ In‑depth understanding of high‑temperature process hazards
• ▸ Strong command of Permit to Work (PTW), Lockout/Tagout (LOTO), and high‑risk activity controls
• ▸ Proven experience leading incident investigations and emergency response programs
• ▸ Strong leadership, team management, and stakeholder communication skills, including engagement with senior management and regulatory authorities
• ▸ Ability to develop HSE strategy, KPIs, and budgets, and to influence a strong safety culture plant‑wide
• ▸ Fluent in English; strong command of Microsoft Office and HSE reporting tools
• ▸ Strong analytical skills, attention to detail, and sound judgment under pressure

Preferred

• ▸ NEBOSH National/International Diploma (or NEBOSH IGC as minimum) and/or IOSH Managing Safely / Chartered Membership
• ▸ Lead Auditor certification in ISO 45001 and/or ISO 14001
• ▸ Prior experience in copper, aluminium, steel, or other ferrous / nonferrous melting / hot rolling operations
