Job summary

El Seif invites a seasoned HSE Manager to lead health, safety, and environmental compliance across projects in Saudi Arabia. You will oversee selection and performance of HSE Project Managers, drive Saudization, and uphold our values of excellence and integrity.

You will develop and monitor HSE metrics, lead incident investigations, coordinate trainings, and ensure adherence to ISO certifications while advancing a strong safety culture company-wide.

Qualifications

  • Bachelor in Engineering, Safety studies or any relevant field, Masters preferred
  • NEBOSH / IOSH / OSHA Certification
  • Accident / Incident investigation training
  • Minimum 10 years' experience in HSE in a comparable sized operation to ESEC
  • Experience in the Middle East is a strong plus
  • Advanced in integrated management system.
  • Proficient in occupational health and safety management.
  • Advanced in management of waste and dangerous substances.
  • Advanced in environmental impact.
  • Advanced in risk assessment and mitigation.

Responsibilities

  • Ensure compliance with health, safety, and environmental policies and procedures
  • Manage the selection, management and retention of HSE Project Managers and enforce policies & procedures
  • Provide inputs to Human Resources on succession planning, employee career growth, and organizational structure
  • Manage the development of KSA national employees across the function to support corporate objectives, Saudization targets and lead the knowledge dissemination culture to ensure optimal building of internal capabilities and maximize their performance
  • Manage and conduct the affairs of the function with the highest standards of respect, integrity, accountability, agility, quality, safety and corporate governance
  • Ensure compliance with Code of Ethics policy and adopting company values across all function's employees and provide leadership to reinforce a strong people culture and ethical business practices
  • Enhance adoption and utilization of systems and ERP
  • Identify and track KPIs for the HSE team and devise plans and initiatives for improvement
  • Lead the day-to-day responsibilities of the HSE team in accordance with the company's policies and procedures and meeting the approved budget
  • Promote safety culture across the Company
  • Responsible for all HSE activities at all facilities and work sites
  • Support the QHSE Director in advising the Executive Management at the level of tendering, business development in relation to HSE
  • Implement the organization's Health & Safety, and Environmental strategy to ensure delivery of quality projects to the clients and a safe & secure environment for the company's employees
  • Analyze and monitor performance of project HSE teams against schedule and reflect in monthly and quarterly project review meetings
  • Ensure executing the designed HSE system and ensure its effective implementation
  • Ensure maintaining the company's HSE certifications (e.g. ISO, etc.)
  • Ensure periodic reviews and updates of the processes & procedures related to HSE
  • Support in managing the preparation of periodic HSE management information systems (reports & other communications)
  • Ensure Legal and Regulatory compliance in HSE matters
  • Motivate, coach and encourage all personnel in HSE matters
  • Support in driving the HSE trainings companywide
  • Identify and track KPIs for the HSE function, and devises plans and initiatives for business and operational improvements
  • Manage the development of the company's expertise, know-how, and capabilities in safety
  • Ensure the Health & Safety policy and standards are maintained and updated at all times
  • Manage the development and execution of a health & safety and environmental strategy to comply with international standards
  • Ensure HSE schedule is updated based on identified project risks and mitigation plans
  • Ensure HSE policy is put in place to minimize hazards
  • Ensure setting an effective system for investigation, reporting, and estimation of cost of injury, damage, etc.
  • Lead major incident accident investigations
  • Ensure applying safe methods during duties within the project
  • Assist in the planning, budgeting, and delivery of corporate training
  • Work with all functions to ensure that any major issues are identified and addressed, including issues raised by clients in these regards
  • Support Personnel and Admin to report safety incidents if occur
  • Ensure the HSE coordination takes place with all parties for the execution of periodic audits
  • Manage internal and external providers of safety services within the project

Education

Bachelor in Engineering, Safety studies or any relevant field

Responsibilities
