Job summary

Futu Holdings Limited is seeking an HR Manager in Saudi Arabia to lead the end-to-end HR Generalist function for a new office. You will oversee recruitment, employee relations, performance management, and talent development to support rapid growth.

The role requires strong knowledge of Saudi labor laws and startup experience, with collaboration across global HQ to align HR practices with corporate policies and ensure compliance with MHRSD, GOSI, Absher and Muqeem platforms.

Qualifications

• 8-12 years of HR experience, preferably in Saudi Arabia

Responsibilities

• Manage end-to-end recruitment processes including sourcing, interviewing, and onboarding
• Set up HR practice for a new entity and coordinate with regional or overseas HQ
• Develop and implement HR policies in compliance with Saudi labor laws
• Act as main point of contact for employee relations and resolve workplace matters
• Work with HQ HRBP and leadership to establish SOPs and workforce planning for the new office
• Support leadership on talent mapping and expansion initiatives
• Collaborate with HQ to align HR with global policies and strategic direction
• Liaise with Saudi government authorities and ensure compliance with MHRSD, GOSI, Absher, Muqeem, Qiwa and Mudad platforms
• Identify and implement talent management strategies
• Maintain employee records with confidentiality and accuracy

Job description

We are seeking a dynamic and results-oriented HR Manager to join our team in Saudi Arabia as part of our new office setup. This role will play a key part in driving HR initiatives and supporting the development of our organizational culture.

The ideal candidate should have a strong understanding of HR best practices, employment laws, and regulations in Saudi Arabia. You will be responsible for the end-to-end HR Generalist function, including recruitment, employee relations, performance management, and talent development.

In addition, you will help promote diversity and inclusion in the workplace while ensuring compliance with local labor laws. This is a great opportunity to contribute to the growth of our new Saudi Arabia office and support the development of a strong and sustainable workforce.

Responsibilities

• Manage end-to-end recruitment processes, including sourcing, interviewing, and onboarding candidates
• Demonstrated 0→1 experience setting up HR practice for a new entity; experience working with regional or overseas headquarters is a plus
• Develop and implement HR policies and procedures in compliance with Saudi labor laws
• Act as the main point of contact for employee relations, providing guidance and support to resolve workplace matters
• Work closely with HQ HRBP and leadership to establish company SOPs and workforce planning for the new office setup
• Support local leadership on talent mapping and company expansion initiatives
• Collaborate with HQ HR team to align HR practices with global company policies and strategic direction
• Liaise with relevant Saudi government authorities and ensure timely compliance with statutory requirements, including Ministry of Human Resources and Social Development (MHRSD), General Organization for Social Insurance (GOSI), Ministry of Interior (via Absher & Muqeem platforms), Qiwa Platform, Mudad Platform
• Partner with leadership to identify and implement talent management and development strategies
• Maintain and manage employee records, ensuring data accuracy, confidentiality, and compliance

Requirements

• 8-12 years of HR experience, preferably within a corporate environment in Saudi Arabia
• Prior experience in the investment or fintech industry will be considered an added advantage
• Strong understanding of Saudi labor laws and employment regulations
• Solid hands-on experience in end-to-end HR generalist functions
• Startup environment experience will be an added advantage
• Excellent communication and interpersonal skills, with the ability to build relationships across all levels
• Experience working with global teams will be an added advantage
• Strong problem-solving skills with the ability to handle sensitive matters professionally
• Familiarity with key government platforms such as Qiwa, GOSI, and WPS systems is highly preferred
• Preferably based in Saudi Arabia or with prior working experience in the Saudi market
• Proficient in HR systems, Lark/Feishu and Microsoft Office Suite
• Fluency in Arabic and English. Chinese speaking is a plus.
