Job description

Siemens Energy and Siemens Gamesa are becoming Omterra. "We energize society" by supporting our customers to make the transition to a more sustainable world, based on innovative technologies and our ability to turn ideas into reality. With nearly 100,000 employees around the world, we shape the energy systems of today and tomorrow.

Saudi Arabia is one of the world's most dynamic energy and industrial markets. The Kingdom is investing at scale in power generation, grid expansion, industrial development, localization, exports, hydrogen, and decarbonization.

Government Affairs plays an important role in enabling Siemens Energy's business success by building trusted relationships with public stakeholders, understanding policy and regulatory developments, and connecting government priorities with concrete business needs.

We are looking for a motivated Government Affairs Specialist – Saudi Arabia to support our Government Affairs activities in the Kingdom. This is an early-career role for a candidate who already brings relevant practical experience and is ready to take ownership of defined topics and stakeholder relationships.

Reporting to the Senior Director Government Affairs Saudi Arabia, the role combines day-to-day support with independent responsibility. The successful candidate will contribute to strategic priorities, prepare high-quality analysis and engagement materials, and represent Siemens Energy in selected interactions with Saudi ministries, authorities, public institutions, and business organizations.

How You’ll Make an Impact
  • Support the Senior Director Government Affairs Saudi Arabia in implementing the Government Affairs strategy and annual priorities for the Kingdom.
  • Build and maintain working-level relationships with relevant Saudi ministries, authorities, regulators, public institutions, chambers, industry associations, and other external stakeholders. Independently manage selected stakeholder relationships and conduct meetings with public-sector counterparts, within agreed objectives and in close coordination with the Senior Director.
  • Prepare stakeholder maps, engagement plans, meeting briefs, speaking points, correspondence, and follow-up actions for government interactions. Support the preparation and execution of leadership visits, official delegations, government meetings, industry events, and strategic dialogues.
  • Ensure disciplined follow-up after external engagements and maintain accurate records of commitments, actions, and stakeholder developments. Prepare professional minutes of meetings, accurately documenting key discussions, decisions, commitments, action owners, and deadlines.
  • Monitor political, regulatory, economic, and policy developments in Saudi Arabia and assess their relevance for Siemens Energy's business. Translate external developments into concise, practical insights for business and country leadership.
  • Support major business opportunities and projects through stakeholder research, engagement planning, government coordination, and political intelligence. Contribute to Government Affairs activities related to power and grid investment, project delivery, localization, industrial development, customs and tax topics, exports, financing, and the energy transition.
  • Support engagement on government-facing project topics and help coordinate fact-based follow-up with the relevant internal teams. Identify emerging opportunities, stakeholder expectations, and potential political or regulatory risks, and elevate them in a timely manner.
  • Work closely with Country Management, Business Areas, Sales, Strategy, Communications, Legal, Compliance, and other relevant functions. Coordinate internal inputs and help ensure that external messages and commitments are aligned, realistic, and supported by the responsible business teams.
  • Prepare concise political updates, management briefings, presentations, stakeholder profiles, and status reports. Maintain Government Affairs trackers, contact records, action lists, and reporting tools with a high degree of accuracy and confidentiality.
  • Contribute to regional Government Affairs initiatives and knowledge sharing across the Middle East and Africa when required. Take ownership of defined workstreams and deliver them reliably from preparation through follow-up.
  • Independently manage the end-to-end preparation, documentation, and follow-up of assigned Government Affairs engagements, ensuring timely and high-quality deliverables.
What You Bring
  • University degree in International Relations, Political Science, Public Policy, Economics, Business Administration, Law, Engineering, Communications, or a related discipline. Approximately 2–4 years of relevant professional experience in Government Affairs, Public Affairs, public policy, government relations, a ministry or public institution, an embassy, an industry association, consulting, infrastructure, energy, or a related field.
  • A practical understanding of Saudi government structures, decision-making processes, and stakeholder expectations. Existing experience engaging with public-sector stakeholders in Saudi Arabia and the confidence to conduct selected external meetings independently.
  • Strong research and analytical skills, with the ability to turn complex information into clear and business-relevant conclusions. Strong organizational skills, attention to detail, and the ability to manage several priorities and follow-up actions in parallel.
  • Sound judgment, professionalism, discretion, and a strong sense of ownership. Ability to work effectively in a complex international organization and collaborate across functions and cultures.
  • Excellent written and verbal communication skills in English and Arabic. Advanced proficiency in Microsoft PowerPoint, Word, and Excel, with strong executive writing, reporting, and presentation skills.
  • You are at an early stage of your career, but you are ready to take responsibility and represent Siemens Energy professionally with external stakeholders.
  • Understand that strong Government Affairs work combines relationship building, quality analysis, internal coordination, and disciplined execution.
  • You can communicate confidently with government counterparts while recognizing when alignment or escalation is needed. You are curious about the energy sector and motivated to understand the commercial implications of public policy and government priorities.
  • Proactive, dependable, and comfortable working in a fast-moving environment, build trust through preparation, sound judgment, cultural awareness, and consistent follow-through.
