Job summary

ProjecTTech, a premier consulting and engineering firm, seeks an experienced Financial and Cost Manager PPP Transport in Saudi Arabia. You will lead financial structuring, lifecycle cost management and budget governance for large-scale PPP transport programmes, ensuring cost transparency and robust financial analysis throughout the project lifecycle.

The role requires advanced PPP financing knowledge, senior analytics, and ability to coordinate with multi-disciplinary teams across controls,

Qualifications

• Degree in Finance or related field with significant infrastructure/PPP experience.
• Experience on major transport or infrastructure programmes.
• Fluency in English.
• Ability to manage complex financial models, budgets and long-term cost forecasts.

Responsibilities

• Lead financial structuring activities for large-scale PPP transport infrastructure programmes.
• Develop, review, and maintain financial models and business cases.
• Establish and monitor lifecycle cost models across development, construction, operations, and renewal.
• Assess affordability, sustainability and value for money.
• Support funding strategies and financial risk allocation.
• Coordinate with project controls, commercial, procurement, legal and finance teams.
• Prepare financial reports, dashboards and forecasts for senior management.
• Ensure compliance with financial governance and internal procedures.
