Job summary

A leading Saudi engineering and construction group is seeking an experienced EPC Project Manager to take full end-to-end responsibility for delivering a major water infrastructure project in Ras Tanura, Eastern Province. You will lead engineering, procurement, construction, commissioning and handover, ensuring budget, schedule, quality and HSE compliance.

Candidates must have 15+ years in major EPC delivery, with recent PM experience on large Aramco projects and full lifecycle accountability.

Qualifications

• 15+ years' experience in major EPC project delivery.
• Proven experience as a Project Manager with full end-to-end responsibility.
• Recent PM experience on major projects, preferably within the last five years.
• Complete EPC lifecycle responsibility (not just construction).
• Experience delivering projects valued at SAR 500 million+.
• Saudi Aramco project delivery experience is mandatory.
• Background in water treatment, industrial water, wastewater, oil & gas, petrochemical or related infra.

Responsibilities

• Take overall responsibility for successful delivery of the EPC project from mobilisation to handover.
• Lead engineering, procurement, construction, pre-commissioning and commissioning activities.
• Establish and manage the project execution strategy, programme, budget and resources.
• Maintain responsibility for project cost, schedule, quality, HSE, risk and commercial performance.
• Manage engineering and procurement activities, including critical-path and long-lead items.
• Lead multidisciplinary construction across civil, structural, mechanical, piping, process, E&I.
• Manage Greenfield and Brownfield interfaces within operating facilities.
• Plan tie-ins, shutdowns, isolations and SIMOPS.
• Manage subcontractors, suppliers, consultants and stakeholders.
• Lead commercial management including variations, claims and cost recovery.
• Act as senior client interface and maintain relationships with key stakeholders.
• Ensure compliance with Saudi Aramco standards, specs and HSE requirements.
• Oversee pre-commissioning, commissioning, start-up and handover.

Job description

Our client is a leading Saudi engineering and construction group with a strong track record delivering complex infrastructure, industrial, energy, water and environmental projects across the Kingdom & we are seeking an experienced EPC Project Manager to take full end-to-end responsibility for the delivery of a major ~SAR 700 million water infrastructure project in Ras Tanura, Eastern Province.

The project comprises the development of a new water treatment facility together with upgrades and modifications to existing tanks and pipeline infrastructure within an established industrial environment.

This is a Project Manager-level appointment, and candidates must have a proven track record of personally leading major EPC projects from mobilisation through engineering, procurement, construction, commissioning and final handover.

Key Requirement:

Candidates should have recent experience in a Project Manager or equivalent project leadership role, and must have extensive experience of working on Aramco projects (ideally possess Aramco Approved certification) with clear overall accountability for:

• Project execution and delivery from start to finish
• Engineering, procurement, construction and commissioning
• Overall project budget and cost control
• Programme, schedule and critical path
• Contracts, commercial management, variations and claims
• Project risk and mitigation
• Multidisciplinary project teams
• Subcontractors and suppliers
• Client management and senior stakeholder relationships
• Pre-commissioning, commissioning, start-up and final handover

Candidates whose recent experience is primarily Construction Manager / Construction Manager-level, without clear overall Project Manager responsibility for the complete EPC project, are unlikely to be suitable.

Key Responsibilities:

• Take overall responsibility and accountability for the successful delivery of the EPC project from mobilisation through to completion and handover.
• Lead and coordinate engineering, procurement, construction, pre-commissioning and commissioning activities.
• Establish and manage the overall project execution strategy, programme, budget and resources.
• Maintain overall responsibility for project cost, schedule, quality, HSE, risk and commercial performance.
• Manage engineering and procurement activities, including critical-path and long-lead equipment and materials.
• Lead multidisciplinary construction execution across civil, structural, mechanical, piping, process, E&I and associated infrastructure.
• Manage Greenfield and Brownfield interfaces within existing operating facilities.
• Plan and manage tie-ins, shutdowns, isolations and SIMOPS activities.
• Manage subcontractors, suppliers, consultants and other project stakeholders.
• Lead commercial management, including variations, claims, contractual issues and cost recovery.
• Act as the senior project interface with the client and maintain strong relationships with key stakeholders.
• Ensure compliance with Saudi Aramco standards, specifications, HSE requirements and project procedures.
• Oversee pre-commissioning, commissioning, start-up, testing and final project handover.

Candidate Requirements

• 15+ years' experience in major EPC project delivery.
• Proven experience as a Project Manager with full end-to-end project responsibility.
• Recent Project Manager experience, preferably within the last five years, on major projects.
• Demonstrable responsibility for the complete EPC lifecycle, rather than construction delivery alone.
• Experience managing projects valued at SAR 500 million+.
• Previous experience delivering projects for Saudi Aramco is mandatory.
• Background in water treatment, industrial water, wastewater, oil & gas, petrochemical, refinery or related industrial infrastructure.
• Experience with Greenfield and Brownfield projects within operating facilities.
• Demonstrable experience with tanks, pipelines/piping, water treatment/process infrastructure and multidisciplinary works.
• Experience managing tie-ins, shutdowns, isolations and SIMOPS within live operating facilities.
• Strong understanding of project controls, contracts, commercial management, risk and programme management.
• Proven ability to lead large multidisciplinary teams and manage senior client stakeholders.
• Direct knowledge of Saudi Aramco standards, processes and HSE requirements is essential.
• Candidates must be currently based in Saudi Arabia to be considered.
