Document Controller - PMO Infrastructure in Riyadh, Saudi Arabia is a Civil Engineering opportunity for an experienced information management professional supporting a major multidisciplinary infrastructure program. Parsons Corporation is hiring a hands‑on Document Controller to manage project records, electronic workflows, document traceability, compliance, and audit readiness across the Program Management Office, project management consultants, designers, contractors, and internal delivery teams. This client‑side PMO role will maintain reliable control over drawings, technical submittals, correspondence, requests for information, reports, approvals, and contractual records. The successful candidate will support effective governance and decision‑making by ensuring that project information remains accurate, current, accessible, properly classified, and aligned with approved procedures.
Key Responsibilities
- Register incoming and outgoing project documentation in the approved electronic document management system.
- Control drawings, technical submittals, correspondence, reports, requests for information, meeting records, and contractual documents.
- Distribute documentation according to approved workflows and distribution matrices.
- Apply document numbering, naming conventions, classifications, metadata, and filing requirements.
- Maintain strict revision, version, status, and supersession control.
- Confirm that project teams can identify the latest approved document version.
- Support daily administration of electronic document management platforms.
- Operate systems such as Aconex, Primavera PCM, Unifier, SharePoint, or equivalent platforms.
- Monitor document submission deadlines, technical review periods, and approval workflows.
- Track overdue reviews, responses, approvals, and resubmissions.
- Coordinate follow‑up actions with project management consultants, designers, contractors, and PMO teams.
- Escalate delayed or non‑compliant document actions through the appropriate governance channels.
- Maintain document registers, drawing logs, submittal trackers, correspondence logs, and approval records.
- Ensure all registers are accurate, current, and aligned with information held in the EDMS.
- Conduct periodic document quality checks and records audits.
- Verify document completeness, correct coding, revision history, approval status, and required attachments.
- Identify duplicate, missing, incorrectly filed, or improperly classified records.
- Support corrective action where documentation does not comply with PMO procedures.
- Maintain an audit‑ready information environment throughout the project lifecycle.
- Support document archiving, retention, retrieval, handover, and final close‑out.
- Confirm that records required by contracts, procedures, and client standards are retained.
- Assist with preparation of final document indexes and handover packages.
- Act as a principal document control interface between the PMO, PMCMs, consultants, designers, and contractors.
- Coordinate with planning, cost, commercial, contracts, and technical teams.
- Ensure alignment between controlled documents, approved baselines, schedules, changes, and commercial records.
- Support onboarding, system inductions, and procedural briefings for consultants and contractors.
- Explain document workflows, naming rules, review requirements, and submission procedures.
- Prepare periodic document status reports for PMO management.
- Report submission volumes, outstanding actions, overdue reviews, compliance levels, and workflow performance.
- Develop document control metrics and management summaries.
- Respond to client and PMO requests involving records, traceability, approvals, and document history.
- Protect document integrity, confidentiality, accessibility, and accuracy.
- Promote consistent document control practices across the infrastructure program.
Ideal Profile
- Bachelor's degree in engineering, construction management, information management, or a related discipline is preferred.
- Minimum 10 years of document control or information management experience.
- Strong experience supporting large infrastructure, construction, or development programs.
- Previous work in a project management consultancy, PMCM, PMO, or client‑side environment.
- Practical experience coordinating documentation across designers, contractors, consultants, and client teams.
- Strong working knowledge of electronic document management systems.
- Experience using Aconex, Primavera PCM, Unifier, SharePoint, or comparable platforms.
- Previous experience on projects in Saudi Arabia or the wider GCC region.
- Clear understanding of document control as a governance and assurance function.
- Strong knowledge of document numbering, metadata, workflows, transmittals, revision control, and distribution requirements.
- Experience managing drawings, RFIs, technical submittals, correspondence, and reporting records.
- Ability to monitor large volumes of documentation across several work packages.
- Experience supporting audits, contractual traceability, handover, and project close‑out.
- Strong attention to detail and commitment to information integrity.
- Excellent organizational and prioritization capabilities.
- Ability to work accurately while managing deadlines and competing requests.
