Job summary

IDOM Consulting, Engineering, Architecture in Riyadh seeks a Cost Control Manager to lead all cost control matters for major civil engineering and transportation projects in urban environments.

You will develop cost estimates, monitor expenses, prepare reports, and collaborate with project managers and client representatives to ensure the project stays within budget, while adhering to quality and safety standards.

Qualifications

• Bachelor's degree in engineering, Business, or Quantity Surveying discipline or related field.
• Formal qualifications/affiliations to RICS, IQS or CIOB.
• Over 15 years in project and construction management, mainly as a Consultant, mega projects.
• Clear ROAD experience required in roads/highways/bridges/tunnels.
• Understanding of construction, design and engineering principles.
• Proficiency in English; Arabic a plus.

Responsibilities

• Lead on all cost control matters, develop accurate cost estimates and monitor project expenses.
• Develop and implement cost control strategies and procedures to ensure effective cost control management.
• Prepare and present cost estimates, budget forecasts, and change proposals to upper management and client.
• Analyze project costs and identify cost-saving opportunities.
• Represent the Consultant in meetings with client and contractors on cost matters.
• Oversee the application and payments process ensuring accuracy and contractual adherence.
• Coordinate with project managers to track and control project costs.
• Act as liaison between consultant team and client on cost control issues.

ABOUT THE JOB

We are currently seeking a highly skilled Cost Control Manager to join our Project and Construction Management team in Riyadh. This opportunity lies within our Infrastructure Division and requires specific expertise in working on Civil Engineering and Transportation projects, particularly those involving roads, highways, bridges, and tunnels in urban environments. As Cost Control Manager, you will oversee and manage all related to cost control matters for the project.

KEY RESPONSIBILITIES

Main descriptions of the job position:

• Lead on all const control matters, develop accurate cost estimates, monitor project expenses, and identify cost-saving opportunities with the goal of project completion within budgetary and financial objectives.
• Develop and implement cost control strategies and procedures to ensure effective cost control management.
• Prepare and present accurate and comprehensive cost estimates reports, budget forecasts, and change proposals analysis to upper management and the Client.
• Analyze project costs and identify cost-saving opportunities.
• Act as the Consultant representative at meetings with the Client, other third parties, and contractors relating to cost matters.
• Oversee the Application and Payments process to ensure accuracy and adherence to the contract.
• Coordinate with project managers and other disciplines managers to track and control project costs.
• Act as a liaison between the consultant project team and the client, handle all cost control issues and understand client requirements on this matter.
• Provide guidance and support to the client on cost control matters.
• Manage client expectations and ensure satisfaction.
• Ensure adherence to Quality Control processes, resulting in the delivery of the highest quality work to the client.
• Responsible for coordinating with other discipline managers in the team to provide direction to the consultant staff and foster a spirit of collaboration throughout the construction supervision services.

ABOUT YOU

• Bachelor's degree in engineering, Business, or Quantity Surveying discipline or related field (or equivalent work experience).
• Formal qualifications/affiliations to RICS, IQS or CIOB.
• Applicable Experience: over 15 years in project and construction management, particularly in mega construction projects, mainly as a Consultant. Candidates with exclusive contractors experience will not be taken into consideration.
• At least experience in 1 or more projects of ROADS. Candidates without clear ROAD experience will not be taken into consideration.
• Understanding of construction, design and engineering principles.
• Understanding of local building codes, regulations, and safety standards.
• Proficiency level of English language. Arabic Language is a plus.
• Excellent communication skills.
• Report writing skills, social skills, communication, teamwork, problem solving, autonomy, flexibility, and technical rigor.
• Willingness to work in a multinational environment firm.

Additional requirements:

• Transferable Iqama in case non-Saudi.
• Based in Riyadh.
• Valid SCE membership.
