Quality Assurance (QA/QC): Proven ability to implement and enforce the project’s Quality Management System (QMS) and Inspection and Test Plans (ITPs). Must be proficient in reviewing and approving WIRs and NCRs.
Schedule Oversight: Ability to rigorously monitor the Contractor’s detailed construction schedule, identify slippage on critical paths, and evaluate the impacts of delays.
Temporary Works Expertise: Strong knowledge of the design, installation, and safety requirements for temporary works, including scaffolding, shoring, access platforms, and heavy lifting plans (crane placement and operation).
Local Code Compliance (KSA): Familiarity with relevant Saudi Building Codes (SBC), Civil Defense requirements, and local authority approval processes.
Contractual Knowledge: Excellent working knowledge of major international contract forms, particularly FIDIC, with the ability to interpret clauses related to quality, time, and defect liability.
Communication: Exceptional communication, negotiation, and report-writing skills (English fluency is mandatory; Arabic is highly advantageous).
Stakeholder Management: Proven ability to maintain professional and firm relationships with the Client, Contractor, Design Consultant, and statutory authorities.
Safety Culture: Serve as a champion for safety, ensuring the Contractor’s HSE plan is rigorously implemented and that all safety incidents are investigated and formally documented.
Site Supervision Leadership: Lead the on-site supervision team (Engineers, Inspectors) to ensure all executed works conform to IFC drawings, specifications, and approved material submittals.
Risk Mitigation: Identify site-related risks (e.g., ground conditions, access limitations, material storage) and propose practical mitigation strategies to the Engineer.
Core Qualifications and Experience
Education: Bachelor’s Degree (minimum) in Civil Engineering, Construction Management, Architecture, or a related field.
Professional Certification: Chartered status (e.g., PMP, CIOB, or equivalent professional registration/charter-ship) is highly desirable, if not mandatory.
Overall Experience: Minimum of 10 years of demonstrable experience in the construction industry.
Relevant Project Experience: Minimum of 10 years of experience specifically working on large-scale, complex building projects, preferably stadiums, arenas, or similarly complex sports/entertainment venues, and ideally within the GCC region (KSA experience is a strong advantage).
Supervision Experience: Prior experience working in a supervisory or consulting role (PMC, CSC, or Client-side) is essential.
