Job summary

Met T&S Ltd. in Saudi Arabia seeks a Construction HSE Manager to oversee HSE at major site projects. You will monitor and enforce the HSE policy, perform JHA/JSA, and ensure compliance with procedures and client requirements.

The role leads the site HSE team, coordinates training and audits, conducts incident investigations, maintains statistics, and reports to the Site Manager. ARAMCO approval is an advantage.

Qualifications

• University degree or diploma in engineering or equivalent.
• Minimum 15 years’ experience in HSE in construction, fabrication, installation and/or commissioning in oil & gas or petrochemical industries.
• ARAMCO approval will be an added advantage.

Responsibilities

• Support and monitor the implementation of the Tecnimont HSE Policy and HSE management system at site.
• Perform JHA and contribute to JSA.
• Verify adequacy and application of the site HSE plan and related procedures, and update as needed.
• Check subcontractors’ activities for compliance with HSE procedures and standards.
• Organize, plan and participate in periodic HSE walks, inspections and audits; prepare reports and action plans.

Hours/rotation

Rotation of 60 days on site and 10 days off (paid) & 2 days traveling (paid). 10 hours per day (including 1 hour break)

Construction HSE Manager is appointed for major projects and in case of consortium or ATI.

He/ She reports to the Site Manager.

Duties and responsibilities

• To support and monitor the implementation of the Tecnimont HSE Policy and HSE management system at site.
• To perform the job hazardous analysis (JHA) and participate to the job safety analysis (JSA).
• Verify the adequacy and application of the site HSE plan and all related procedures, to prepare any revisions.
• To update the HSE documentation during all the construction phases when deemed necessary.
• To check that subcontractors perform their activities in accordance with all the HSE applicable procedures, regulation and standards, promoting all necessary action to ensure that the said procedures and regulations are observed.
• To organize, plan and participate to periodical HSE walk around, inspections and audits on site, prepare all the relevant reports, action plans, verify the follow up and the timely execution of the corrective action.
• To organize, coordinate the HSE training activities on site.
• To organize and participate to all relevant site HSE meetings.
• To cooperate with the client concerning the issuing of any necessary work permits.
• To organize in case of work accidents a full investigation of the event, finalized to the identification of corrective measure to avoid reoccurrence.
• To keep accident records, identifying the areas to which prevention must be addressed.
• To promote indoctrination / training of personnel.
• To lead and coordinate the activities of the site HSE committee (composed by all contractor and subcontractors HSE Representative).
• To lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities.
• To prepare the HSE section of the construction monthly progress report and other periodical report.
• To prepare and update the site HSE statistics, verify the performance versus the project and corporate HSE objective, targets and performance indicators.
• Propose recovery plan in case of mismatch.

Person Specification

Knowledge & Qualifications

• University Degree or Diploma in any Engineering or equivalent.

Experience

• Minimum 15 years’ experience in HSE in construction, fabrication, installation and/or commissioning projects / operations in the oil & gas or petrochemical industries.
• Relevant experience in 3 major EPC projects; oil & gas, petrochemical sector.
• ARAMCO approval will be added advantage.
