Shanahan Engineering is seeking a Commissioning Site Leader for a large refinery expansion in Saudi Arabia. The role ensures the contractor's pre-commissioning and commissioning activities align with the contract, schedule, and EMIRAL standards, leading a team of discipline specialists to achieve safe, compliant execution.

The incumbent will oversee documentation reviews, interface with other disciplines, and provisioning of commissioning dossiers.

Job description

We are recruiting a Commissioning Leader fora large refinery expansion commissioning project in Saudi Arabia.

Position owner is responsible to ensure with his Team of discipline specialists witnessing of all pre-commissioning and commissioning activities in his area. He ensures fully compliance to acceptance criteria and AMIRAL programm standards and specifications.

With your Team of discipline specialists ensure safe and compliant precommissioning and commissioning activities carried out by EPCC contractor. Organize and ensure review of contractor documentation within the team. Manage interface with other disciplines, contractor, vendors and proponent. Monitor and report EPCC contractor progress, identify areas of concern, set and adapt priorites based on critical path and overall project schedule. Support EPCC contractor with commissioning and hand over dosier preparations

Experience in pre-commissioning and commissioning of petrochemical units and storage facilities with strong instrumentational, electrical and DCS system (EMERSON) background mandatory

Basic Functions:

The primary role of the Commissioning Site Leader is to ensure that the CONTRACTOR's scope of services for pre-commissioning and commissioning preparation is carried out in compliance with Contract and schedule obligations, and in line with Company specifications. The position also involves ensuring the safe and smooth execution of all commissioning activities, following the OPERCOM methodology and the proper use of ICAPS software.

Main Accountabilities:

The Commissioning Site Leader is responsible for supporting the review and approval of the CONTRACTOR's commissioning organization, deliverables, procedures, and planning activities to ensure a safe and efficient operational start-up. This includes developing pre-commissioning and commissioning activities with the proponent department, participating in HSE activities, managing systems and sub-systems definitions, and ensuring proper preparation and review of pre-commissioning and commissioning dossiers. Additionally, the role involves monitoring and reporting on CONTRACTOR/Subcontractor progress, issuing periodic progress reports, and organizing and coordinating commissioning execution activities.

Contract duration: 12 months (with extensions possible)
