Job summary

KBR Sustainable Technology Solutions (STS) in Jubail is seeking a Commercial Head to manage end-to-end subcontracting for maintenance projects. You will develop scopes of work, drive tendering, evaluate bids and finalize contracts, while leading commercial performance and risk management across multi-disciplinary teams.

The role requires 10+ years in contracting within Oil & Gas/Refinery maintenance, strong leadership, and solid SAP experience.

Qualifications

• Bachelor's degree.
• 10+ years' experience in Contracting, with strong Oil & Gas/Refinery Maintenance.
• Proven maintenance contracting, subcontractor management and procurement experience.
• Fluent in writing and reading English.
• Good knowledge of SAP system.
• Strong understanding of supervising bidding processes for maintenance activities.
• Strong understanding of Contracts Administration, cost and budget control.
• Good technical understanding of maintenance execution management and contractor management.

Responsibilities

• Develop scopes of work, evaluation criteria, contracting strategies and preliminary cost estimates for maintenance activities.
• Lead tendering and procurement: ITB, clarifications, commercial evaluation, negotiations, award recommendations and contract finalization.
• Lead contract administration, cost control, budget monitoring, variations, changes, claims and risk mitigation.
• Coordinate with Maintenance, Procurement, Operations, Engineering, Finance, HSSEQ and contractors to ensure timely, cost-effective execution.
• Ensure maintenance contracts comply with HSSEQ, QA/QC, technical and governance requirements; maintain audit trails.
• Manage contractors and subcontractors: mobilization, KPI evaluation, corrective actions, and contract close-out.

KBR is looking for Commercial Head -Responsible to manage all activities related for getting Contracts to execute maintenance activities into the Maintenance Department , including requesting and tutoring to develop scopes of work, completion of documentation, define prospective bidders, call for tenders, awarding and contractor authorizing for beginning of works, accomplishing with requirements for operational areas to achieve a World Class performance in the maintenance Department

Location:Jubail

Develop Scopes of Work (SOW), evaluation criteria, contracting strategies, and preliminary cost estimates for maintenance activities during Normal Operations, Shutdowns, and Turnarounds.

Manage the complete tendering and procurement process, including bidder selection, Instructions to Bidders (ITB), tender clarifications, commercial evaluation, negotiations, recommendations for award, and contract finalization.

Lead contract administration and commercial management, including cost control, budget monitoring, payment verification, variations, change orders, claims management, and contractual risk mitigation.

Manage and coordinate contractors and subcontractors, including mobilization, performance monitoring, KPI evaluation, corrective actions, and contract close-out to ensure compliance with contractual and operational requirements.

Ensure all maintenance contracts incorporate and comply with applicable HSSEQ, QA/QC, technical, commercial, and company governance/DOA requirements, maintaining appropriate documentation and audit trails.

Provide commercial leadership and cross-functional coordination with Maintenance, Procurement, Operations, Engineering, Finance, HSSEQ, QA/QC, and contractors to ensure timely, cost-effective, and successful execution of maintenance contracting activities.
