Job summary

KBR, Inc in Jubail is seeking a Commercial Manager to oversee all contracting activities for maintenance, from scoping through award and start of works. You will lead tendering, contract administration, cost control, and supplier management, ensuring compliance with HSSEQ and governance across maintenance projects in a multicultural environment.

The role requires a Bachelor’s degree and 7+ years’ experience in Oil & Gas maintenance contracting, with strong English skills and SAP knowledge.

Qualifications

• 7+ years’ experience in contracting within Oil & Gas/refinery maintenance.
• Proven experience in maintenance contracting and procurement activities.
• Fluent in English (written and spoken).
• Strong SAP knowledge.

Responsibilities

• Develop SOWs, evaluation criteria, contracting strategies, and preliminary cost estimates for maintenance activities during Normal Operations, Shutdowns, and Turnarounds.
• Manage the complete tendering and procurement process, including bidder selection, ITB, tender clarifications, commercial evaluation, negotiations, awards and contract finalization.
• Lead contract administration and commercial management, including cost control, budget monitoring, payment verification, variations, change orders, claims management, and risk mitigation.
• Coordinate contractors and subcontractors, including mobilization, performance monitoring, KPI evaluation, corrective actions, and contract close-out.
• Ensure all maintenance contracts comply with HSSEQ, QA/QC, technical, commercial, and governance requirements, with proper documentation.
• Provide commercial leadership and cross-functional coordination with Maintenance, Procurement, Operations, Engineering, Finance, HSSEQ, QA/QC, and contractors.

Commercial Manager

KBR is looking for Commercial Manager-Responsible to manage all activities related for getting Contracts to execute maintenance activities into the Maintenance Department , including requesting and tutoring to develop scopes of work, completion of documentation, define prospective bidders, call for tenders, awarding and contractor authorizing for beginning of works, accomplishing with requirements for operational areas to achieve a World Class performance in the maintenance Department Location:Jubail

Responsibilities

• Develop Scopes of Work (SOW), evaluation criteria, contracting strategies, and preliminary cost estimates for maintenance activities during Normal Operations, Shutdowns, and Turnarounds.
• Manage the complete tendering and procurement process, including bidder selection, Instructions to Bidders (ITB), tender clarifications, commercial evaluation, negotiations, recommendations for award, and contract finalization.
• Lead contract administration and commercial management, including cost control, budget monitoring, payment verification, variations, change orders, claims management, and contractual risk mitigation.
• Manage and coordinate contractors and subcontractors, including mobilization, performance monitoring, KPI evaluation, corrective actions, and contract close-out to ensure compliance with contractual and operational requirements.
• Ensure all maintenance contracts incorporate and comply with applicable HSSEQ, QA/QC, technical, commercial, and company governance/DOA requirements, maintaining appropriate documentation and audit trails.
• Provide commercial leadership and cross-functional coordination with Maintenance, Procurement, Operations, Engineering, Finance, HSSEQ, QA/QC, and contractors to ensure timely, cost-effective, and successful execution of maintenance contracting activities.

Qualifications

• Bachelor’s degree.
• Minimum 7+ years’ experience in Contracting, with strong experience in Oil & Gas/Refinery Maintenance.
• Proven experience in maintenance contracting, subcontractor management and procurement activities.
• Fluent in writing and reading English.
• Good knowledge of SAP system.
• Strong understanding of supervising and coordinating bidding processes for maintenance activities.
• Strong understanding of Contracts Administration, cost and controlling budget.
• Good technical understanding of maintenance execution management.
• Good technical understanding of contractor and subcontractor management.
• Good technical understanding of People Management.
• Well organized and proactive.
• Excellent communication skills.
• Proven leadership skills with large organizations.
