Job summary

UCC Holding in Qatar is seeking an experienced Proposal Manager to lead Electrical & Instrumentation EPC tender activities. The role requires strong technical writing, extensive bid management, and coordination across engineering, procurement, planning and commercial teams.

You will develop competitive bids for energy and infrastructure projects, ensuring compliance and timely submission. The ideal candidate has 10–15+ years of tender experience, excellent stakeholder management, and readiness

Qualifications

  • Bachelor's Degree in Electrical or Instrumentation Engineering. 10–15+ years of proposal management experience for Electrical & Instrumentation scope in EPC projects.
  • Strong technical writing and commercial proposal preparation skills.
  • Strong knowledge of Power distribution, cable management systems, cable laying, termination and testing, lighting, earthing, substations, transformers, switchgear, motors and electrical buildings.
  • Instrument installation, tubing, hook-up works, control systems, cable installation, calibration, loop checking, testing and commissioning support.
  • Knowledge in Quantity take-off, interpretation of drawings and specifications, construction methodology, productivity norms, resource planning, subcontracting, commercial awareness, indirect cost estimation (staff, plant, temporary facilities, consumables, MSEs, logistics), risk identification, coordination with Engineering, Construction, Procurement, Planning, Finance and Commercial.
  • Strong understanding of EPC project lifecycle, tendering processes, commercial evaluation, and contract requirements.
  • Proven ability to manage and coordinate multidisciplinary teams during bid preparation and tender execution.
  • Strong knowledge of Energy, Utilities, Oil & Gas, Industrial, Petrochemical, LNG, Power, and Infrastructure projects.
  • Ability to review and evaluate technical, commercial, contractual, and execution risks associated with tender opportunities.
  • Experience in coordinating with engineering, procurement, construction, planning, commercial, and project controls teams.
  • Strong analytical, problem-solving, and decision-making skills with the ability to develop competitive bidding strategies.
  • Excellent stakeholder management skills with the ability to engage clients, joint venture partners, subcontractors, suppliers, and consultants.
  • Capable of managing multiple bids simultaneously while meeting strict submission deadlines.
  • Strong presentation, report-writing, and communication skills in English.
  • Ability to work effectively under pressure in a fast-paced, deadline-driven environment.
  • Willingness to travel internationally for client meetings, site visits, pre-bid conferences, and business development activities as required.
  • High level of professionalism, integrity, accountability, and commitment to delivering quality tender submissions.

Responsibilities

  • Lead bid development and submission for Electrical & Instrumentation EPC tenders.
  • Coordinate with engineering, procurement, construction, planning, and finance teams.
  • Review technical and commercial elements to ensure compliant tender offers.
  • Engage with clients and JV partners to negotiate terms.
  • Manage multiple bids and ensure timely submission.
  • Prepare risk assessments and cost estimates for bids.
  • Present tender analyses to senior management.
