Job summary

UCC Holding in Doha is seeking a senior proposal manager to lead bid preparation for civil, infrastructure and industrial construction projects. You will coordinate multidisciplinary teams, manage tender schedules and ensure compliant, competitive submissions.

The role demands 10–15+ years of proposal management experience and deep knowledge of earthworks, foundations, concrete structures, utilities, roads, drainage and site development.

Qualifications

• - Bachelor’s degree in civil engineering. 10–15+ years of proposal management experience for civil, infrastructure, or industrial construction projects.
• - Strong coordination, estimation, and bid management skills.
• - Strong knowledge of Earthworks, foundations, concrete structures, underground utilities, roads and paving, drainage, buildings, architectural works, structural steel, site development and temporary works.

General & Professional Qualifications:

• -Knowledge in Quantity take-off, interpretation of drawings and specifications, construction methodology, productivity norms, resource planning, subcontracting, commercial awareness, indirect cost estimation (staff, plant, temporary facilities, consumables, MSEs, logistics), risk identification, coordination with Engineering, Construction, Procurement, Planning, Finance and Commercial.
• -Strong understanding of EPC project lifecycle, tendering processes, commercial evaluation, and contract requirements.
• -Proven ability to manage and coordinate multidisciplinary teams during bid preparation and tender execution.
• -Strong knowledge of Energy, Utilities, Oil & Gas, Industrial, Petrochemical, LNG, Power, and Infrastructure projects.
• -Ability to review and evaluate technical, commercial, contractual, and execution risks associated with tender opportunities.
• -Experience in coordinating with engineering, procurement, construction, planning, commercial, and project controls teams.
• -Strong analytical, problem-solving, and decision-making skills with the ability to develop competitive bidding strategies.
• -Excellent stakeholder management skills with the ability to engage clients, joint venture partners, subcontractors, suppliers, and consultants.
• -Capable of managing multiple bids simultaneously while meeting strict submission deadlines.
• -Strong presentation, report-writing, and communication skills in English.
• -Ability to work effectively under pressure in a fast-paced, deadline-driven environment.
• -Willingness to travel internationally for client meetings, site visits, pre-bid conferences, and business development activities as required
