Job summary

UCC Holding in Doha, Qatar, seeks an experienced Proposal Manager (Mechanical) to lead tendering and prepare technical and commercial proposals for major EPC and industrial projects. You will manage estimation, pricing, and cost build-up, review drawings and BOQs, and coordinate with Engineering, Procurement, Commercial, Planning, Finance, and Project teams.

The ideal candidate has 12–18+ years in mechanical estimation and tendering, familiarity with ITT/RFQ, and experience with EPC main

Qualifications

• 12–18+ years of experience in mechanical estimation, tendering, and proposal management.
• Experience with EPC / main contractors / mechanical contractors.
• Experience in mechanical, power, energy, oil & gas, utilities, or industrial projects.
• Knowledge of ITT/RFQ, specifications, drawings, BOQs, scope, and contract requirements.
• Experience in quantity take-off, cost estimation, pricing, and cost build-up.
• Evaluating OEM, supplier, and subcontractor quotations.
• Preparing technical and commercial proposals for high-value projects.
• Qatar/GCC experience is an advantage.

Responsibilities

• Lead the complete tendering and proposal process from ITT/RFQ review to final submission.
• Review drawings, specifications, BOQs, equipment schedules, and scope requirements.
• Prepare mechanical take-offs, estimates, pricing, and cost build-ups.
• Evaluate and compare OEM, supplier, and subcontractor quotations.
• Coordinate with Engineering, Procurement, Commercial, Planning, Finance, and Project teams.
• Identify technical, commercial, contractual, procurement, and execution risks.
• Develop assumptions, exclusions, clarifications, and deviations.
• Support value engineering and cost optimization.
• Lead bid strategy, pricing reviews, negotiations, and client clarifications.
• Ensure proposals are technically compliant, commercially competitive, and submitted on time.

Experience Requirement

• 12–18+ years of experience in mechanical estimation, tendering, and proposal management.
• Strong experience with EPC / main contractors / mechanical contractors.
• Proven experience in mechanical, power, energy, oil & gas, utilities, or industrial projects.

Qualifications:

• Strong expertise in BOQ, quantity take-off, estimation, pricing, and cost analysis.
• Proficiency in MS Excel and tendering/estimating tools.
• Strong commercial, analytical, negotiation, and coordination skills.
• Ability to manage multiple tenders under tight deadlines.
