Job summary

UCC Holding, Doha, Qatar, seeks a Proposal Manager (Mechanical - Pipeline) to lead bid strategy and submission for cross-country pipeline and oil & gas projects. The role demands 12–15+ years in proposal management, strong EPC tendering knowledge, and coordination across engineering, procurement, planning, and commercial teams.

Qualifications

• Knowledge in quantity take-off, interpretation of drawings and specifications, construction methodology, productivity norms, resource planning, subcontracting, commercial awareness, indirect cost estimation (staff, plant, temporary facilities, consumables, MSEs, logistics), risk identification, coordination with Engineering, Construction, Procurement, Planning, Finance and Commercial.
• Strong understanding of EPC project lifecycle, tendering processes, commercial evaluation, and contract requirements.
• Proven ability to manage and coordinate multidisciplinary teams during bid preparation and tender execution.
• Strong knowledge of Energy, Utilities, Oil & Gas, Industrial, Petrochemical, LNG, Power, and Infrastructure projects.
• Ability to review and evaluate technical, commercial, contractual, and execution risks associated with tender opportunities.
• Experience in coordinating with engineering, procurement, construction, planning, commercial, and project controls teams.
• Strong analytical, problem-solving, and decision-making skills with the ability to develop competitive bidding strategies.
• Excellent stakeholder management skills with the ability to engage clients, joint venture partners, subcontractors, suppliers, and consultants.
• Capable of managing multiple bids simultaneously while meeting strict submission deadlines.
• Strong presentation, report-writing, and communication skills in English.
• Ability to work effectively under pressure in a fast-paced, deadline-driven environment.
• Willingness to travel internationally for client meetings, site visits, pre-bid conferences, and business development activities as required.

Proposal Manager (Mechanical - Pipeline)

Technical Qualifications:

• Bachelor's Degree in Mechanical Engineering. 12–15+ years of proposal management experience in pipeline, cross-country pipeline, or Oil & Gas transmission projects.
• Strong knowledge of pipeline construction methodologies and EPC contracts.
• Strong knowledge of launcher/receiver station, value station
• Process piping, cross-country pipelines (where applicable), tie-ins, testing, pigging, pre-commissioning and commissioning support.
