Job summary

UCC Holding is seeking a Technical Proposal Manager in Qatar to lead the preparation and coordination of EPC bid submissions for energy, utilities, and oil & gas projects. You will work with engineering, project management, procurement and HSE teams to ensure compliant and compelling proposals.

The role requires strong technical writing, risk assessment and document control skills, with a focus on meeting client requirements and delivering high-quality tenders on tight deadlines.

Qualifications

• Bachelor's degree in Mechanical, Civil, Electrical, Instrumentation, Chemical Engineering, or related engineering discipline.
• Professional certifications related to Project Management or Tendering are advantageous.

Responsibilities

• Lead the preparation and development of technical proposals, bid documentation, and tender submissions for EPC projects.
• Review tender documents, specifications, scope of work, and client requirements to ensure complete compliance.
• Coordinate with engineering, project management, procurement, HSE, planning, and commercial teams to gather required technical inputs.
• Prepare technical methodologies, execution strategies, construction approaches, and method statements.
• Develop compliance matrices and ensure all technical submissions meet client and contractual requirements.
• Conduct technical risk assessments and identify potential project execution challenges during the tender stage.
• Support the preparation of project schedules, resource plans, and technical deliverables for bids.
• Ensure consistency, accuracy, and quality of all proposal documents before submission.
• Participate in technical clarification meetings, client discussions, and pre-bid conferences.
• Maintain bid registers, proposal records, and document control systems.
• Contribute to continuous improvement of proposal processes, templates, and best practices.

The Technical Proposal Manager is responsible for leading the preparation, coordination, and submission of high-quality technical proposals and tender documents for EPC projects within the Energy, Utilities, and Oil & Gas sectors. The role requires close collaboration with multidisciplinary engineering teams to develop compliant, competitive, and technically sound bid submissions aligned with client requirements and project objectives.

Key Responsibilities

Experience

• Experience managing and coordinating multidisciplinary engineering teams during tender preparation.
• GCC and international project experience is preferred.
