Decskill seeks an experienced Requirements Management Engineer for a large-scale railway infrastructure project in Oeiras. The role is hybrid (60% on-site) and focuses on owning the end-to-end requirements lifecycle, from planning and traceability to compliance and audit support, in collaboration with engineering teams and stakeholders.

The ideal candidate has strong experience in requirements management, quality management, and configuration management, and is fluent in Portuguese and English

Responsabilidades

• Develop, maintain, and ensure implementation of the Project Requirements Management Plan (RMP)
• Establish, coordinate, facilitate, and monitor the Requirements Management process
• Support Engineering Teams in managing project requirements throughout the lifecycle
• Maintain end-to-end requirements traceability and baselines
• Manage requirements changes and conduct impact assessments with Configuration Management
• Perform requirements quality reviews for completeness and testability
• Monitor verification/validation status and compliance evidence
• Collaborate with QA and stakeholders to ensure RMP compliance
• Coordinate with customers, suppliers, and project stakeholders on requirements
• Assist in administration and maintenance of Requirements Management tools and repositories
• Identify risks and opportunities and support mitigation actions
• Capture and share Lessons Learned

We would like to meet a Requirements Management Engineer

for a Hybrid (60% on-site) working model in Oeiras.

About the Role

We are looking for an experienced Requirements Management Engineer to join a large-scale railway infrastructure project. In this role, you will own the Requirements Management process end-to-end — from planning and traceability to compliance and audit support — working closely with Engineering Teams, the Quality Assurance Manager, and project stakeholders to ensure requirements are correctly captured, managed, and delivered throughout the project lifecycle.

Key Responsibilities

• Develop, maintain, and ensure implementation of the Project Requirements Management Plan (RMP)
• Establish, coordinate, facilitate, and monitor the Requirements Management process
• Support Engineering Teams in managing project requirements throughout the lifecycle
• Maintain end-to-end requirements traceability and requirements baselines
• Manage requirements changes and support impact assessments in coordination with Configuration Management
• Perform requirements quality reviews to ensure completeness, consistency, and testability
• Monitor requirements verification and validation status and compliance evidence
• Perform project audits and report Requirements Management KPIs
• Collaborate with the QAM to ensure compliance with the RMP and audit requirements
• Manage technical requirements within the assigned domain
• Coordinate requirements-related activities with customers, suppliers, and project stakeholders
• Support the administration and maintenance of Requirements Management tools and repositories
• Identify technical risks and opportunities and support mitigation actions
• Capture and capitalize on Lessons Learned

What We're Looking For

• Experience in Requirements Management and its application within engineering or project environments
• Experience in Quality Management processes and compliance activities
• Experience in Configuration Management (an advantage)
• Strong organizational skills, detail-oriented, with the ability to handle multiple priorities
• Good communication skills and the ability to manage multiple tasks efficiently, working productively in a fast-paced, team-oriented environment
• Good problem-solving skills, with experience developing and implementing customer-focused solutions and resolving high-level operational challenges
• Fluent in Portuguese and English (written and spoken)
• University degree
• Proficient in MS Office Tools
• Strong teamwork competencies
