Finance Operations Manager – On-site IT & Reporting

Job summary

NATO seeks a capable professional to support NCI Academy activities on-site in Oeiras, Portugal, under a contract (B2B) arrangement with NATO teams.

You will manage day-to-day operations, financial reporting, invoicing, and stakeholder communication, while handling ServiceNow (SNOW) workflows and procurement-related tasks to ensure smooth service delivery.

This role requires diplomatic collaboration with internal and external partners to maintain high standards of service and cost control.

Qualifications

• Proven service-delivery / project-management experience in an IT or business-operations environment.
• Strong financial and invoicing acumen — quarterly reporting, price proposals, OLAs.
• Hands-on ServiceNow (SNOW) experience and comfort with EBA / procurement workflows
• Excellent stakeholder management and a diplomatic, customer-focused approach

Responsibilities

• Provide day-to-day support for NCI Academy business activities using project-management principles.
• Generate quarterly reporting and coordinate with Agency Finance for accurate invoicing.
• Act as a diplomatic customer focal point for issue resolution.
• Prepare and support price proposals, OLAs and SST agreements.
• Handle daily EBA activities — PRs, OLA PRs and travel requests — and maintain resource-allocation plans.
• Support product cost analysis, CAPEX/OPEX estimation, and new business-model development.
• Oversee ServiceNow activities: service-task structures, resource-plan requests and timecard processing.
