DEVELOPMENT STRATEGISTS INTERNATIONAL CONSULTING INC. seeks a Recruitment Manager to lead the full-cycle talent acquisition for the agency and client accounts in the Philippines.

You will manage the recruitment team, develop sourcing strategies, and ensure DOLE compliance throughout hiring. The role requires 5+ years in recruitment with at least 2 years in a supervisory capacity, and a strong background in manpower agencies, staffing, or BPO recruitment.

Qualifications

• Bachelor's degree in Psychology, HR, Business Administration or related field
• Minimum 5 years recruitment experience, with at least 2 years in a supervisory/managerial capacity
• Background in manpower agency, staffing, or BPO recruitment strongly preferred
• Strong knowledge of Philippine labor law and DOLE compliance requirements
• Proven ability to manage high-volume, multi-client recruitment

Responsibilities

• Lead end-to-end talent acquisition for the agency and deployed manpower across client accounts
• Develop and execute sourcing strategies (job boards, agencies, referrals, campus/community hiring)
• Lead, coach, and monitor performance of recruitment officers/staff
• Coordinate with client companies to understand manpower requirements, timelines, and qualification standards
• Track and report recruitment KPIs (time-to-fill, cost-per-hire, fill rate, offer acceptance rate, turnover)
• Ensure compliance with DOLE regulations, labor laws, and company hiring policies
• Manage manpower pooling/bench strength for rapid deployment
• Build and maintain a strong applicant database/pipeline
• Coordinate with HR Operations on onboarding, documentation, and pre-employment requirements
• Prepare recruitment reports for management and clients
