Job summary

YOOSHIN in a Joint Venture with CHODAI, KYONG-HO, KEI, TEKFEN seeks a Safety Engineer / Safety Officer to monitor contractor HSE plan implementation and ensure compliance with Philippine regulations and recognized international standards on large infrastructure projects in the Philippines.

The role requires a Bachelor's in Engineering, a professional license, 15+ years of experience including international projects, and strong English communication to coordinate with multinational teams and

Qualifications

• Bachelor's Degree in Engineering or a related field.
• Must be duly licensed/registered in his/her field or possess an equivalent qualification.
• Minimum 15 years of professional experience.
• Minimum 10 years of relevant experience in international projects, preferably with an international consulting firm.
• Extensive HSE/safety experience in large-scale infrastructure, bridges, highways, transportation, marine, or similar civil projects.
• Strong knowledge of occupational health and safety regulations, construction safety practices, risk assessment, incident investigation, and HSE management systems.
• Familiarity with internationally recognized HSE standards and practices.
• Strong written and verbal communication skills in English.
• Ability to prepare professional HSE reports and coordinate with multidisciplinary teams.
• COSH training or Safety Officer accreditation preferred.

Responsibilities

• Monitor and evaluate the contractor's implementation of the approved HSE Plan.
• Ensure compliance with Philippine safety regulations, project requirements, and international standards.
• Conduct regular site safety inspections, audits, and assessments of construction activities.
• Identify unsafe conditions and recommend corrective actions.
• Review contractors' safety procedures, risk assessments, and permit-to-work systems.
• Monitor high-risk activities and ensure safety controls are implemented.
• Participate in safety meetings and project HSE reviews.
• Investigate accidents and near-misses and recommend corrective measures.
• Prepare HSE monitoring and compliance reports for project management.
• Promote a strong safety culture across all work areas.

About the role

Safety Engineer / Safety Officer responsible for monitoring and evaluating contractor implementation of approved Health, Safety and Environment (HSE) plans, ensuring compliance with Philippine occupational safety and health regulations, project requirements, and recognized international HSE standards on large-scale infrastructure projects.

Key responsibilities

• Monitor and evaluate the contractor's implementation of the approved Health, Safety and Environment (HSE) Plan
• Ensure compliance with applicable Philippine occupational safety and health regulations, project requirements, and recognized international HSE standards
• Conduct regular site safety inspections, audits, and assessments of construction activities
• Identify unsafe conditions, practices, and potential hazards and recommend appropriate corrective and preventive actions
• Review contractors' safety procedures, method statements, risk assessments, Job Hazard Analyses (JHA/JSA), and permit-to-work systems
• Monitor high-risk construction activities and ensure that appropriate safety measures and controls are implemented
• Participate in safety meetings, toolbox meetings, coordination meetings, and project HSE reviews
• Review and investigate accidents, incidents, near misses, and other safety-related events and recommend corrective measures
• Prepare regular HSE monitoring and compliance reports for project management
• Promote a strong safety culture throughout the project and ensure that safety requirements are consistently implemented across all work areas

About you

• Bachelor's Degree in Engineering or a related field relevant to the position
• Must be duly licensed/registered in his/her field of expertise or possess an equivalent professional qualification
• Must have at least 15 years of professional experience
• Must have at least 10 years of relevant experience in international projects, preferably involving an international consulting firm
• Extensive HSE/safety experience in large-scale infrastructure, bridge, highway, transportation, marine, or similar major civil engineering projects
• Strong knowledge of occupational health and safety regulations, construction safety practices, risk assessment, incident investigation, and HSE management systems
• Familiarity with internationally recognized HSE standards and practices
• Strong written and verbal communication skills in English
• Ability to prepare professional HSE reports and effectively coordinate with multidisciplinary and multinational project teams
• DOLE-recognized Construction Occupational Safety and Health (COSH) training and/or applicable Safety Officer accreditation preferred
