Qualifications

  • Proven ability to manage budgets, vendors, and space planning.

Job Overview:

The Property Manager is responsible for overseeing both soft and hard facility services, ensuring the seamless operation and maintenance of the facility, physical assets, and tenant-ready spaces. The role also supports occupancy objectives by maintaining tenant-ready facilities, assisting with tenant inquiries, coordinating with brokers and prospective occupants as needed, and helping promote the facility's overall readiness and suitability for use.

As a Safety Officer and Pollution Control Officer, the Property Manager ensures strict adherence to Environment, Health, and Safety (EHS) standards, along with implementing relevant safety initiatives and pollution control measures. The position required ensuring that facilities comply with all applicable regulations, providing a safe, sustainable, and efficient environment for employees, clients, and visitors.

This role integrates people, place, and process within the built environment, with a focus on enhancing the quality of life for individuals and optimizing the productivity of the core business operations. It also requires practical project management and stakeholder coordination skills to ensure spaces remain operationally ready, presentable, and responsive to business and occupancy requirements.

Duties and Responsibilities:
Facility Operations and Maintenance
  • Develop and implement preventive, corrective, and routine maintenance programs for buildings, grounds, equipment, and critical infrastructure.
  • Oversee the maintenance and functionality of HVAC, plumbing, electrical, fire protection, and other building systems.
  • Conduct regular facility inspections and ensure timely resolution of repairs, defects, and maintenance requirements.
  • Coordinate repairs, renovations, and improvement works with contractors, service providers, landlords, and relevant stakeholders.
  • Ensure the cleanliness, orderliness, safety, and overall upkeep of company facilities and properties.
Safety, Security, and Compliance
  • Ensure compliance with applicable building codes, occupational health and safety standards, environmental regulations, and government requirements, including DOLE and DENR.
  • Perform responsibilities as the designated Pollution Control Officer (PCO) and Safety Officer (SO), as applicable.
  • Conduct regular safety and compliance inspections and ensure timely corrective actions.
  • Establish and implement safety programs, protocols, incident reporting, and emergency procedures.
  • Ensure the proper testing, maintenance, and certification of fire protection systems and emergency equipment.
  • Lead and oversee security operations and ensure compliance with established security protocols and procedures.
Budget and Cost Management
  • Prepare, manage, and monitor the facilities and property management budget.
  • Monitor facility-related expenses, utilities, maintenance costs, and other operating expenditures.
  • Identify and implement cost-saving and efficiency initiatives without compromising service quality or safety.
  • Oversee facility-related procurement and purchases within approved budgets and policies
Vendor and Contract Management
  • Source, evaluate, negotiate, and manage contractors, vendors, landlords, and service providers.
  • Monitor vendor performance against agreed service levels, contracts, and organizational standards.
  • Ensure timely resolution of vendor, service, contract, and billing concerns.
  • Maintain effective relationships with external service providers to ensure continuity and quality of services.
Space and Property Management
  • Plan and coordinate space utilization, allocation, reconfiguration, and layout changes based on business requirements.
  • Manage space allocation for departments, employees, tenants, and other approved users, including storage areas.
  • Oversee the setup, turnover, reconfiguration, and readiness of new and existing workspaces.
  • Coordinate fit-out, punch-list completion, turnover, move-in, and occupancy-readiness activities.
  • Oversee facility improvement projects that support operational efficiency, user experience, property presentation, and occupancy requirements.
Occupancy Support and Stakeholder Coordination
  • Support occupancy objectives through tenant and user inquiries, broker coordination, referrals, site visits, and related facility requirements.
  • Coordinate with brokers, leasing agents, tenants, business partners, and other stakeholders to provide facility information and support qualified inquiries.
  • Facilitate site visits, property presentations, client engagements, and related activities.
  • Coordinate prospective tenant or user requirements, documentation, follow-ups, and move-in activities with relevant departments.
  • Monitor occupancy status, vacancies, inquiries, site visits, and follow-through actions and provide regular updates to management.
Emergency Preparedness and Business Continuity
  • Develop and implement emergency preparedness, response, and business continuity plans for facility operations.
  • Coordinate responses to facility-related emergencies, accidents, incidents, and operational disruptions.
  • Ensure the availability, testing, and maintenance of emergency response equipment and resources.
  • Coordinate emergency and continuity measures affecting employees, tenants, client visits, move-ins, and facility activities.
Required Qualifications, Capabilities, and Skills
  • Bachelor's degree in Facilities Management, Business Administration, Engineering, Real Estate Management, Marketing, or related field.
  • With exposure to property operations, tenant coordination, leasing support, or related stakeholder-facing work preferred
  • At least 5 to10 years of experience in facilities management, property management, commercial leasing, business development, or a related field
  • At least 2 years in a supervisory role and relevant exposure to tenant coordination, broker interface, occupancy support, or client-facing property operations
  • Strong knowledge of building systems and facilities management, including HVAC, plumbing, electrical, security, maintenance, and other related building services.
  • Proficiency in facilities management standards, systems, software, and tools, with sound knowledge of applicable facility-related laws, regulations, safety, and environmental requirements.
  • Proven ability to develop and implement proactive facilities management programs and initiatives that promote operational efficiency, safety, compliance, and service quality.
  • Strong project management and organizational skills, with the ability to manage fit-out, turnover, occupancy-readiness, facility improvement, and maintenance projects from planning through completion.
  • Ability to support occupancy and leasing-related activities, including tenant inquiries, broker coordination, facility readiness, site visits, and related documentation.
  • Strong stakeholder management skills, with the ability to effectively collaborate with brokers, prospective occupants, landlords, contractors, service providers, employees, and other internal and external stakeholders.
  • Excellent problem-solving and decision-making skills, with the ability to manage multiple priorities and respond effectively to operational challenges and time-sensitive requirements.
  • Strong emergency and crisis management skills, with the ability to respond effectively to incidents and coordinate appropriate actions with relevant stakeholders.
  • Excellent communication and interpersonal skills, with the ability to communicate clearly and professionally with internal and external stakeholders.
  • Strong reporting and documentation skills, with the ability to prepare accurate and timely reports covering maintenance, repairs, safety incidents, facility operations, occupancy, compliance, and other relevant matters.

  • Facility Manager (CFM)
  • Facility Management Professional (FMP)
  • Certificate in Facility Management
  • Safety Officer 2 (SO2) or above including certifications i.e. OSHA, EPA, etc.
  • Pollution Control Officer (PCO)
