HDEC DONGAH JOINT VENTURE is seeking an experienced HSE Trainer for the South Commuter Railway Project in Santa Rosa City, Laguna. The HSE Trainor will be responsible for developing, coordinating, and delivering Health, Safety, and Environment (HSE) training programs for employees, workers, supervisors, and other project personnel. The role ensures that all personnel are properly trained and aware of applicable safety standards, procedures, and site requirements.
Conduct HSE orientations, toolbox meetings, safety training, and competency-based training for project personnel.
Develop and deliver training programs covering occupational safety, emergency preparedness, hazard identification, risk assessment, PPE, and other HSE-related topics.
Ensure training programs comply with applicable DOLE Occupational Safety and Health (OSH) Standards and project requirements.
Maintain accurate training records, attendance sheets, certificates, and competency documentation.
Evaluate training effectiveness through assessments, observations, and feedback.
Coordinate with the HSE team and project departments to identify training needs.
Assist in preparing training materials, presentations, modules, and safety awareness campaigns.
Ensure workers and personnel receive appropriate HSE training before performing assigned activities.
Support site inspections, safety campaigns, and other HSE initiatives when required.
Bachelor’s degree in Safety Engineering, Occupational Safety and Health, Environmental Science, Engineering, or a related field is preferred.
DOLE-accredited/recognized Safety Officer or OSH Trainer qualification is REQUIRED.
Must have relevant certification/accreditation required to conduct occupational safety and health training in accordance with applicable DOLE requirements.
At least 5 years of relevant experience in HSE training, occupational safety, or construction safety.
Experience in railway, infrastructure, civil, EPC, or major construction projects is an advantage.
Strong knowledge of Philippine DOLE OSH Standards, safety regulations, and construction safety practices.
Excellent presentation, communication, facilitation, and interpersonal skills.
Ability to prepare training materials and maintain comprehensive HSE training documentation.
Willing to work on a project/site-based assignment.
Experience conducting training for large construction workforces.
Knowledge of risk assessment, JSA/JHA, emergency response, work permits, PPE, and incident prevention.
Proficient in Microsoft Office applications.
Strong ability to communicate safety requirements effectively to both workers and management.
