Job Description

The HR Supervisor supports the implementation of HR strategies and oversees day-to-day HR operations for both office and project sites. This role is responsible for supervising recruitment, employee relations, timekeeping, and compliance, ensuring that manpower requirements for construction projects are met efficiently while maintaining adherence to company policies and labor regulations.

Key Responsibilities

1. Recruitment & Deployment

  • Handle end-to-end recruitment for skilled workers, laborers, and staff.
  • Coordinate with project managers regarding manpower requirements and deployment schedules.
  • Maintain a pool of qualified candidates for ongoing and upcoming projects.

2. Employee Relations

  • Address employee concerns, grievances, and disciplinary issues.
  • Assist in conducting investigations and implementing corrective actions.
  • Promote a positive and productive working environment on-site and in the office.

3. Timekeeping & Payroll Support

  • Supervise attendance monitoring, timekeeping, and validation of daily time records (DTRs).
  • Coordinate with payroll for accurate and timely salary processing, including project-based workers.

4. Compliance & Documentation

  • Ensure compliance with labor laws, company policies, and government regulations.
  • Maintain and update employee 201 files, contracts, and other HR records.
  • Assist in audits and government report submissions.

5. Training & Onboarding

  • Facilitate onboarding and site orientation for new hires.
  • Coordinate training programs, especially safety and skills development.

6. Site Coordination

  • Conduct regular site visits to monitor HR-related concerns and workforce conditions.
  • Work closely with project managers, engineers, and safety officers.

7. Performance Monitoring

  • Assist in implementing performance evaluations for workers and staff.
  • Provide feedback and recommendations for employee development or disciplinary actions.

8. HR Administration

  • Support implementation of HR policies and procedures.
  • Prepare HR reports such as manpower status, attrition, and attendance summaries.
  • Supervise HR staff or assistants, if applicable.
Qualifications
  • Bachelor’s degree in Human Resources, Psychology, Business Administration, or related field.
  • At least 3-5 years of HR experience, preferably in the construction industry.
  • Experience handling project-based or blue-collar workforce is an advantage.
  • Knowledge of labor laws and HR practices.
