The HR Assistant / HR Officer supports the Human Resources department in daily administrative and operational tasks, particularly in recruitment, employee records management, payroll support, and compliance with Philippine labor laws. In a construction setting, the role also involves coordinating with project sites, handling field employees, and assisting with workforce deployment.
Key Responsibilities
- 1. Recruitment & Staffing
- Assist in sourcing, screening, and scheduling applicants (skilled workers, engineers, project staff)
- Coordinate with project managers regarding manpower requirements
- Prepare employment documents (contracts, job offers, onboarding forms)
- 2. Employee Records & Documentation
- Maintain and update 201 files (employee records)
- Ensure proper documentation for site deployment and transfers
- Handle timekeeping records from project sites
- 3. Payroll & Benefits Support
- Assist in payroll preparation (timesheets, attendance, overtime, allowances)
- Coordinate with accounting for salary processing
- Help administer government-mandated benefits:
- Social Security System (SSS)
- PhilHealth
- Pag-IBIG Fund
- Track employee loans, contributions, and deductions
- 4. Employee Relations
- Assist in handling employee concerns and grievances
- Support implementation of company policies and disciplinary procedures
- Help organize employee engagement activities (safety meetings, toolbox talks, events)
- 5. Compliance & Labor Law Support
- Ensure HR processes comply with Philippine Labor Code
- Help prepare reports for government agencies (DOLE compliance, etc.)
- Assist during audits and inspections
- 6. Site Coordination
- Coordinate HR needs with project sites (attendance, deployment, disciplinary actions)
- Visit construction sites when necessary to assist employees and supervisors
Qualifications (Philippines Context)
- Bachelor’s degree in Human Resource Management, Psychology, Business Administration, or related field
- 1–2 years HR or admin experience (construction industry experience is an advantage)
- Knowledge of Philippine labor laws and HR practices
- Strong organizational and communication skills
- Proficient in MS Office (especially Excel for payroll and tracking)
- Willing to travel to project sites
