The HR Systems Delivery Manager leads the end-to-end delivery, continuous improvement, and administrative governance of the company's HR systems. This role plays a critical part in driving operational efficiency, maximizing data accuracy, uplifting the employee experience, and delivering strategic value across all corporate HR service channels. As a dual strategic and hands-on leader, the Manager oversees HRIS adoption, enforces strict policy compliance, manages department budgets, and supervises the HR Service Delivery Specialist to optimize workflows across multiple internal business units.
Cost-Efficient HR Service Delivery & Budget Management: Manage and control internal HR budgets, monitoring actual versus planned expenditures while proactively tracking cost-per-employee metrics and the ROI of corporate human capital programs.
Vendor & Contract Management: Lead negotiation frameworks, manage third-party service provider contracts, and evaluate the ongoing performance and cost efficiency of external HRIS or training partners.
Employee Experience & SLA Responsiveness: Monitor critical engagement metrics (such as eNPS, Employee Happiness, and Climate Surveys), manage the timely escalation and resolution of employee concerns, and drive continuous service delivery enhancements in strict alignment with defined corporate SLAs.
Operational Excellence & HRIS Optimization: Spearhead organizational adoption, functional integration, and daily utilization of the HRIS and digital tools to anchor the company's employee value proposition (EVP) and employer branding.
Data Integrity & Audit Standards: Maintain absolute accuracy, complete tracking, and rigorous security governance over employee records, corporate databases, and transactional personnel data.
Policy Governance & Regulatory Compliance: Develop, review, and roll out corporate HR policies, procedures, and disciplinary frameworks, conducting deep-dive audits to mitigate compliance risks or non-conformance gaps.
Performance Management & Coaching: Execute strict KPI tracking, consolidate organizational performance data for executive reviews, conduct team feedback sessions, and manage progress monitoring for Performance Improvement Plans (PIPs).
Quality Management System (QMS) Alignment: Define departmental quality objectives, implement corrective and preventive actions (CPARs) for system non-conformities, ensure staff compliance with QMS workflows, and actively support internal and external quality audits.
Technical Knowledge: Deep mastery of HR service delivery management, SLA tracking methodologies, complex HRIS administration, local labor compliance laws, corporate governance structures, budget modeling, ROI analysis, and large-format reporting analytics.
Behavioral Competencies: Strong leadership and team management capability, high personal accountability for operational outcomes, excellent stakeholder management, analytical and data-driven problem solving, change management adaptability, and strict execution discipline.
Job Requirements: Bachelor's Degree in Human Resources, Psychology, Business Administration, or a related corporate field. Must possess at least 5–8 years of solid, multi-layered experience in HR operations, shared services, or HR service delivery, with a minimum of 2–3 years spent in a dedicated managerial or supervisory role. Proven expertise in HRIS implementations, policy drafting, workplace compliance tracking, and data analysis is required. Must be fully willing to handle a flexible schedule (Flexi Time) and manage both high-level strategic planning and day-to-day HR operations.
