Qualifications

  • Bachelor's Degree in Psychology, HRM, BA, or related field.
  • At least two years of experience in Human Resources, preferably handling multiple HR functions in a BPO/outsourcing setting.
  • Experience in employee relations, disciplinary administration, performance management, benefits administration, documentation, and offboarding.
  • Working knowledge of Philippine labor laws and due process requirements.

Quick Rundown:

The HR Generalist is responsible for managing core employee lifecycle, employee relations, benefits, performance, and compliance functions at Clark Outsourcing. The role provides HR support to Partner Staff, handles employee concerns and employment changes, maintains accurate records, coordinates performance evaluations, and supports government compliance.The ideal candidate is organized, detail-oriented, service-driven, and professional, with the ability to handle confidential matters, manage multiple tasks, and ensure HR processes are completed accurately and on time.

What You’ll Do:
Employee Relations & HR Support
  • Serve as a primary point of contact for Internal Staff regarding HR-related inquiries, concerns, policies, procedures, and employment matters.
  • Provide employees with accurate and timely guidance regarding company policies and established HR procedures.
  • Conduct employee touchpoints, counselling sessions, and HR discussions as needed.
  • Document employee concerns, discussions, agreed actions, and follow-up requirements.
  • Assist in resolving employee concerns and coordinate with or elevate matters to the appropriate department or management representative when necessary.
  • Maintain professionalism, objectivity, confidentiality, and fairness when handling employee-related matters.
Contract Change Management
  • Prepare and process employment contract amendments and other employment-related documents.
  • Facilitate approved changes involving employee position, compensation, employment status, schedule, account assignment, work arrangement, contract extension, and other conditions of employment.
  • Coordinate with relevant stakeholders to validate approved employment changes before documentation.
  • Ensure contract amendments and related documents are properly reviewed, signed, acknowledged, and filed.
  • Monitor pending contract changes and follow up with employees and relevant stakeholders to ensure timely completion.
  • Update the HRIS and employee records following approved employment changes.
Employee Touchpoints & Counselling
  • Conduct regular or as-needed employee touchpoints to identify and address workplace concerns.
  • Conduct counselling sessions for employees requiring HR intervention or guidance.
  • Provide employees with appropriate guidance regarding workplace expectations, policies, and available HR support.
  • Maintain proper documentation of counselling sessions, employee concerns, and agreed actions.
  • Monitor agreed follow-up actions and escalates unresolved or higher-risk concerns when necessary.
Disciplinary & Performance Actions
  • Administer employee disciplinary processes in accordance with company policies and due process requirements.
  • Prepare and facilitate disciplinary documentation, including Notices to Explain (NTE), Notices of Decision (NOD), and other required correspondence.
  • Coordinate with managers and relevant stakeholders in gathering information and supporting documentation for employee cases.
  • Ensure disciplinary documents are properly served, acknowledged, monitored, and filed.
  • Monitor employee responses and disciplinary case timelines.
  • Support and monitor Performance Improvement Plans (PIPs), including agreed objectives, timelines, progress, and documentation.
  • Maintain complete and confidential disciplinary and performance-related records.
  • Escalate complex, sensitive, or high-risk employee relations cases to HR leadership when appropriate.
Performance Evaluation Administration
  • Coordinate employee performance evaluation cycles, including 30-day, probationary, regularization, periodic, annual, and other required evaluations.
  • Maintain and monitor performance evaluation schedules.
  • Notify and remind managers of upcoming and overdue performance evaluations.
  • Follow up with managers and relevant stakeholders to ensure evaluations are completed within established timelines.
  • Review submitted evaluation documents for completeness and required approvals.
  • Collate, organize, and maintain completed performance evaluation records.
  • Prepare performance evaluation trackers, reports, and completion metrics.
  • Coordinate approved employment actions resulting from performance evaluations, including regularization, probationary extensions, performance improvement requirements, and other employment changes.
Benefits Administration
  • Administer employee transactions involving government-mandated benefits, including Social Security System (SSS), PhilHealth, and Pag-IBIG Fund.
  • Process and monitor HMO enrolments, cancellations, dependent enrolments, employee information corrections, and other HMO-related transactions.
  • Assist employees with benefit claims, loans, reimbursements, and related documentary requirements.
  • Process and monitor maternity and sickness notifications and supporting documents.
  • Coordinate applicable salary differential requirements.
  • Respond to employee benefit inquiries and provide guidance regarding requirements, processes, and timelines.
  • Coordinate benefit-related concerns and discrepancies with employees, providers, government agencies, and relevant internal departments.
  • Maintain accurate and organized benefits records and monitoring trackers.
Offboarding & Exit Management
  • Facilitate employee offboarding for resignations, terminations, end of contracts, layoffs, redundancy, retrenchment, and other forms of employment separation.
  • Ensure completion of required resignation, termination, clearance, turnover, and separation documentation.
  • Conduct exit interviews and properly document employee feedback.
  • Review and analyze exit interview feedback to identify recurring employee concerns and potential improvement opportunities.
  • Coordinate with relevant departments regarding clearance, company asset return, account deactivation, and other offboarding requirements.
  • Monitor completion of employee clearance requirements.
  • Update employee separation information in the HRIS and applicable HR trackers.
  • Maintain complete and accurate separation documentation and records.
Employment Verification
  • Process employment verification requests received from employees, former employees, financial institutions, background verification providers, government agencies, and other authorized requesting parties.
  • Verify employment information against official company records before releasing information.
  • Prepare and facilitate authorized employment verification documents and responses in accordance with company procedures.
  • Ensure that only authorized and appropriate employment information is disclosed.
  • Maintain confidentiality and comply with applicable data privacy and records management requirements when processing employment verification requests.
  • Maintain records and monitoring of employment verification requests and completed transactions.
  • Escalate requests involving sensitive, unusual, or unauthorized information to the appropriate HR authority.
Government & Employment Compliance Reporting
  • Prepare and submit the Report of Employment (ROE) to the Clark Development Corporation (CDC) in accordance with applicable reporting requirements and prescribed timelines.
  • Maintain accurate employee information required for CDC employment reporting.
  • Validate employee movements, including newly hired, active, transferred, and separated employees, before preparation and submission of the Report of Employment.
  • Coordinate with relevant internal departments to resolve discrepancies in employee information before submission.
  • Maintain copies, acknowledgements, and supporting documentation for submitted CDC reports.
  • Prepare and submit required reports or notifications concerning Flexible Work Arrangements (FWA) to the appropriate government agency or regulatory body.
  • Prepare and submit required reports or notifications for employees whose employment is terminated due to layoff, redundancy, or retrenchment, in accordance with applicable regulatory requirements and timelines.
  • Maintain supporting documentation and proof of submission for government and regulatory reports.
  • Monitor applicable reporting deadlines and ensure timely submission of assigned employment-related regulatory requirements.
  • Coordinate with HR leadership regarding changes in government reporting requirements, forms, or procedures.
Visa & Legal Requirements
  • Prepare employment-related documentation required for visa applications, renewals, and other immigration-related requirements, as applicable.
  • Coordinate with employees and relevant internal or external stakeholders regarding visa documentation requirements.
  • Monitor assigned visa-related requirements and maintain supporting records.
  • Support the preparation and collection of HR documents required for legal or regulatory matters.
  • Assist in responding to employment-related government notices, inquiries, and documentary requirements as directed.
HRIS & Employee Database Management
  • Maintain accurate and updated employee information in the company's HRIS and authorized HR databases.
  • Process approved employee information changes, including personal information, position, compensation, employment status, schedule, account assignment, and work arrangement.
  • Ensure all HRIS changes are supported by appropriate approvals and documentation.
  • Conduct regular reviews of employee information to identify missing, inaccurate, outdated, or inconsistent records.
  • Correct or coordinate the correction of identified employee data discrepancies.
  • Maintain confidentiality and appropriate handling of employee information.
  • Ensure HRIS data remains reliable for HR reporting, compliance, and operational requirements.
Document Control & Records Management
  • Maintain organized and secure physical and electronic employee records.
  • Manage HR documents, including contracts, amendments, memoranda, disciplinary notices, performance evaluations, employee requests, government reports, and separation documents.
  • Coordinate the serving, acknowledgement, collection, and filing of HR documents.
  • Maintain monitoring trackers for pending, completed, and outstanding HR documents.
  • Ensure HR records are properly classified, stored, and readily retrievable by authorized personnel.
  • Ensure employee records are handled in accordance with company confidentiality, document retention, and data privacy requirements.
Performance Metrics
  • 100% Timely Processing of Approved Contract Changes and Employment Amendments - 10 business days (end-to-end)
  • 100% Timely Administration and Documentation of Assigned Disciplinary Cases - 1-3 business days (NTE and NOD Creation)
  • 100% Monitoring and Completion of Required Performance Evaluations - 35 days (internal quarterly evals), regularization (30 business days)
  • 100% Timely Processing of Assigned Benefits Transactions within applicable company, provider, and government deadlines.
  • 100% Completion of Required Offboarding Documentation and HR Clearance Processes - 7 business days
  • 100% Accuracy and Timely Updating of Employee Information in the HRIS - daily
  • 100% Timely Processing of Employment Verification Requests - 2 business days upon receipt
  • 100% Timely and Accurate Submission of the CDC Report of Employment (ROE) - every 10th of the month
  • 100% Timely Submission of Required Flexible Work Arrangement Reports/Notifications to the appropriate government agency. - 2 business days from time of receipt/endorsement from the regions

What We’re Looking For:

  • At least two (2) years of experience in Human Resources, preferably handling multiple HR functions within a BPO, outsourcing, shared services, or fast-paced work environment.
