Private Advertiser seeks an experienced Human Resources Manager to lead the Philippine HR function for head office and site teams, ensuring end-to-end employee lifecycle management in a fast-paced environment.
You will partner with management, handle manpower planning, compensation, benefits and compliance with the Labor Code, while driving engagement and HR process improvements across the business.
The HR Manager leads and manages the day-to-day Human Resources function for the Philippine business, covering head office and site-based teams nationwide in a fast-paced service environment. The role works closely with management and department heads on manpower requirements, employee concerns and organizational needs, and carries end-to-end accountability for the employee lifecycle — from hiring through separation — while ensuring compliance with company policy and Philippine labor laws.
HR business partnering and manpower planning — Partner with business leaders to translate business plans into manpower and HR plans; align headcount with approved budgets and advise on organizational capability and people risks.
Talent acquisition and employee lifecycle — Oversee end-to-end recruitment from manpower requisition through onboarding and regularization, and maintain accurate, confidential 201 files and HRIS records.
Employee relations and due process — Handle employee concerns, grievances, investigations and disciplinary cases including NTEs, administrative hearings and notices of decision; ensure the Code of Conduct and due process are consistently applied.
HR policies and procedures — Develop, review and recommend improvements to HR policies, the employee handbook and HR guidelines, and ensure consistent implementation across the business.
Compensation, benefits and employee services — Oversee payroll coordination, timekeeping, leave administration, HMO and government‑mandated benefits (SSS, PhilHealth, Pag‑IBIG), including 13th month pay and final pay.
Performance management, training and development — Run the performance and probationary review cycles, coach managers on applying them, oversee orientation and training programs, and assess promotions, transfers and other personnel actions.
Employee engagement, recognition and culture — Develop and carry out engagement, retention and recognition programs, and act on the underlying causes behind turnover and employee feedback.
Compliance and people risk — Ensure compliance with the Labor Code, DOLE regulations and statutory requirements; maintain audit‑ready records and elevate people‑related risks promptly.
Office administration and workplace safety — Oversee office operations, vendors and facilities, workplace safety and OSH compliance, and business continuity arrangements.
Reporting, improvement and team leadership — Provide timely HR reports and insights to management, lead and develop the HR team, and improve HR processes, SOPs and reporting.
The role may also take on cross‑functional initiatives, special projects and other assignments as reasonably required, consistent with its level and business needs.
Bachelor's degree in Human Resource Management, Psychology, Behavioral Science, Business Administration or a related field.
At least eight years in HR, including three years in a managerial capacity.
Solid experience across recruitment and selection, compensation and benefits, employee relations, training and development, manpower planning, performance management, HR administration and labor relations.
Experience developing, reviewing and implementing HR policies and procedures.
Strong grasp of employee discipline, grievance handling and proper due process.
Working knowledge of Philippine labor laws and government regulations.
Proficient in Microsoft Office and HRIS.
Experience in fast‑paced, service‑oriented or multi‑site environments an advantage.
Strong leadership, decision‑making, problem‑solving and communication skills.
