Manila North Harbour Port, Inc. seeks an HSE-focused professional responsible for regular vessel, yard, building, and DG inspections to ensure compliance with NorthPort HSE standards and regulatory requirements.
The role monitors dangerous cargo, fire safety systems, and equipment, enforces safety rules, conducts toolbox meetings, issues work permits, and manages PPE. You will prepare HSE reports and coordinate with regulators and contractors to promote safety across the terminal.
1. Conduct regular inspections of vessels, yards, buildings, facilities, equipment, housekeeping conditions,
and Dangerous Goods (DG) areas to ensure compliance with NorthPort HSE standards and regulatory
requirements.
2. Inspect and monitor dangerous cargo, fire safety systems, firefighting equipment, yard equipment, and
facility equipment for safe operations.
3. Monitor contractor and third-party activities through inspections, audits, TEMFACIL spot checks, and
coordination meetings to ensure HSE compliance.
4. Enforce safety rules and regulations across all operational areas, including escorting visitors in accordance
with NorthPort safety protocols.
5. Conduct toolbox meetings, safety orientations, consultations, and engage with employees, contractors,
truck drivers, and port users to promote safety awareness.
6. Issue work permits to the company contractors and third-party service providers and manage the
assessment and issuance of Personal Protective Equipment (PPE) to personnel.
7. Assist in container and cargo inspections inside and outside the terminal and respond to DG-related
inquiries, approving handling when compliant with requirements.
8. Prepare, submit, and maintain required HSE reports and records, including incident/accident reports, JIR,
NMHA, found-damage reports, and HSE statistics.
9. Ensure timely and accurate submission of mandatory reports to PPA, DOLE, and other regulatory bodies
in accordance with NorthPort compliance requirements.
10. Conduct accident and incident investigations and recommend appropriate corrective and preventive
actions to avoid recurrence.
11. Plan, organize, and manage fire, emergency, and evacuation drills for employees, contractors, and port
users.
12. Manage Emergency Response Team (ERT) members and act as ground commander during emergency
situations in accordance with NorthPort procedures.
13. Facilitate employee HSE trainings, awareness programs, and lead Health and Safety Committee meetings.
14. Coordinate and attend meetings with internal teams, Customer Care, contractors, third-party service
providers, and shipping lines regarding safety, container, and cargo concerns.
