Job summary

Filoil Logistics Corporation is seeking an experienced HSES professional to implement and monitor health, safety, environmental, and security standards at its Manila facilities. You will conduct inspections, risk assessments, and incident investigations to prevent incidents and ensure regulatory compliance.

The role requires strong knowledge of HSES, reporting, and coordination with regulators and operation teams.

Qualifications

• Bachelor’s degree in environmental or safety-related fields.
• HSES certifications are preferred (PCO/BOSH/First Aid etc.).
• Experience in petroleum storage, tanker operations or terminal operations is highly preferred.

Responsibilities

• Implement and monitor Company HSES policies, procedures, and standards.
• Conduct inspections, safety walks, and risk assessments to ensure compliance.
• Identify hazards and recommend corrective actions.
• Monitor WPS, JHA, PPE and environmental requirements.
• Support trainings, toolbox talks, and incident investigations.
• Oversee safety during tanker, truck loading/unloading and product transfers.
• Coordinate with security and ensure access-control procedures.

Job description

Key Responsibilities

Health, Safety & Security

• Implement and monitor Company HSES policies, procedures, and standards.

• Conduct regular HSES inspections, safety walks, workplace observations, and compliance checks.

• Identify hazards and unsafe conditions and recommend corrective actions.

• Monitor compliance with the Work Permit System (WPS), JHA, risk assessments, and PPE requirements.

• Support toolbox meetings, safety orientations, emergency drills, and HSES awareness activities.

• Monitor safe tanker, truck, loading, unloading, and product transfer operations.

• Coordinate with security personnel and monitor compliance with access-control and security procedures.

Environmental Compliance

• Implement and monitor environmental programs and regulatory requirements.

• Monitor environmental permits, clearances, registrations, and regulatory commitments.

• Coordinate environmental monitoring, waste management, and pollution prevention activities.

• Support compliance with applicable DENR, EMB, LLDA, LGU, and other environmental requirements.

• Assist in environmental incident investigations and corrective actions.

Regulatory & Incident Management

• Maintain the HSES and Regulatory Compliance Register and permit tracker.

• Monitor permit renewals and regulatory compliance requirements.

• Assist during regulatory inspections, audits, and assessments.

• Ensure timely reporting and escalation of accidents, near misses, environmental incidents, security incidents, and unsafe conditions.

• Track corrective and preventive actions until closure and ensure lessons learned are communicated.

Training, Contractor Management & Reporting

• Monitor HSES compliance of contractors, service providers, haulers, and tanker operators.

• Coordinate HSES orientations, toolbox meetings, training, and awareness programs.

• Maintain HSES training and competency records.

• Conduct HSES audits and monitor closure of findings.

• Prepare monthly and periodic HSES performance reports.

• Recommend corrective actions and, when necessary, suspension of unsafe activities in accordance with Company procedures.

Qualifications & Experience

• Bachelor’s degree in Environmental Science, Environmental Management, Chemical Engineering, Mechanical Engineering, Safety Engineering, Industrial Engineering, Occupational Safety and Health, or a related field.

• HSES certifications are preferred, such as PCO, BOSH, First Aid/BLS, or DOLE-accredited Safety Officer training.

• Experience in petroleum storage, handling, loading/unloading, tanker operations, or terminal operations is highly preferred.

• Experience coordinating with DENR/EMB, DOLE, BFP, DOE, LGU, and other regulatory agencies is an advantage.

• Strong knowledge of HSES, risk assessment, incident reporting, environmental compliance, and workplace safety.

• Good communication, coordination, documentation, and reporting skills.
