Position Overview

The Head of Human Resources provides strategic leadership across the organization’s people agenda, ensuring that HR strategies, programs, and practices support business priorities and long-term organizational growth.

The role serves as a strategic partner to the leadership team, providing insights and guidance on organizational effectiveness, talent, leadership development, employee engagement, rewards, culture, and workforce planning. The position also ensures strong HR governance, employee experience, and compliance with relevant labor regulations.

Key Responsibilities
1. HR Strategy & Business Partnership
  • Develop and execute the overall HR strategy aligned with the organization’s business objectives and growth plans.
  • Partner with the CEO and senior leadership team on people-related priorities, organizational challenges, and workforce decisions.
  • Translate business strategies into effective people strategies, policies, and programs.
  • Provide data-driven HR insights and recommendations to support business and leadership decisions.
  • Establish HR metrics and dashboards to measure the effectiveness and impact of people initiatives.
2. Talent Management & Workforce Planning
  • Lead workforce planning, talent acquisition, succession planning, and talent management strategies.
  • Build a strong leadership and talent pipeline for critical and future roles.
  • Oversee the development and implementation of succession planning and high-potential talent programs.
  • Strengthen employer branding and employee value proposition to attract and retain high-quality talent.
  • Ensure effective onboarding and integration of new employees.
3. Organizational Development & Effectiveness
  • Lead organizational development initiatives, including organization design, workforce optimization, competency frameworks, and change management.
  • Assess organizational capabilities and identify opportunities to improve structure, processes, and ways of working.
  • Drive initiatives that strengthen leadership effectiveness, collaboration, accountability, and organizational culture.
  • Support major organizational transformations, restructuring, and business expansion initiatives.
4. Learning & Leadership Development
  • Establish learning and development strategies aligned with current and future organizational capabilities.
  • Lead leadership development, management training, and career development programs.
  • Build a culture of continuous learning and internal mobility.
  • Evaluate the effectiveness and business impact of development programs.
5. Performance Management
  • Oversee the organization’s performance management framework and ensure alignment with business objectives.
  • Drive a culture of performance, accountability, and continuous feedback.
  • Partner with leaders in addressing performance issues and developing improvement plans.
  • Review and enhance performance management processes and tools as needed.
6. Compensation, Benefits & Employee Experience
  • Provide strategic oversight of compensation and benefits programs to ensure competitiveness, internal equity, and alignment with business objectives.
  • Lead annual compensation planning, salary reviews, and incentive programs.
  • Monitor market trends and recommend appropriate rewards strategies.
  • Enhance employee experience across the employee lifecycle.
  • Ensure HR policies and programs support engagement, retention, and organizational performance.
7. Employee Relations & HR Governance
  • Ensure sound employee relations practices and consistent application of HR policies.
  • Provide guidance to management on complex employee relations and workplace matters.
  • Ensure compliance with Philippine labor laws, regulations, and applicable statutory requirements.
  • Establish and maintain appropriate HR policies, controls, and governance standards.
  • Manage relationships with relevant government agencies, external advisors, and HR partners when necessary.
8. Culture & Employee Engagement
  • Shape and reinforce the organization’s culture, values, and leadership behaviors.
  • Lead employee engagement initiatives and translate employee feedback into actionable programs.
  • Build an inclusive, collaborative, and high-performing workplace environment.
  • Champion communication and change initiatives that strengthen employee trust and alignment.
9. HR Operations & Technology
  • Provide oversight of core HR operations, including HRIS, payroll, employee records, policies, and HR processes.
  • Drive HR process improvements, automation, and digital transformation.
  • Ensure HR data integrity, confidentiality, and effective use of people analytics.
  • Establish efficient and scalable HR processes to support organizational growth.
10. HR Team Leadership
  • Lead, develop, and mentor the HR team, establishing clear priorities, accountability, and performance expectations.
  • Build the capabilities of HR professionals and strengthen the HR function as a strategic business partner.
  • Promote collaboration across HR functions and ensure consistent delivery of HR services across the organization.
Qualifications
  • Bachelor’s degree in Human Resources, Psychology, Business Administration, or a related field; advanced degree or relevant HR certification is an advantage.
  • At least 15 years of progressive HR experience, with significant exposure to strategic HR leadership.
  • Proven experience leading multiple HR functions, preferably in a mid-sized to large organization.
  • Strong background in HR strategy, talent management, organizational development, employee relations, and compensation and benefits.
  • Experience partnering with C-suite and senior business leaders.
  • Strong understanding of Philippine labor laws and HR best practices.
  • Demonstrated experience leading organizational transformation, change management, or business growth initiatives.
  • Strong business acumen, strategic thinking, and people leadership capabilities.
