Private Advertiser is seeking an experienced Cost / Tender Engineer with a strong ground engineering background to join our Business Development group, leading cost estimation, risk assessment, and tender packaging for geotechnical projects.
You will translate geotechnical reports into buildable tender submissions, coordinate with BD and design engineers, and manage procurement and subcontractor pricing to secure competitive bids.
We are seeking an experienced Cost / Tender Engineer with a strong ground engineering background to join our Business Development (BD) group. In this role, you will lead cost estimation, risk assessment, and technical bid packaging for projects involving geotechnical ground improvement, slope stabilization, and deep foundation engineering.
Working alongside BD leads and geotechnical design engineers, you will translate geotechnical reports, boring logs, and structural design briefs into commercially competitive, accurate, and buildable tender submissions.
Geotechnical Tender Review & Estimation
Analyze Soil Investigation Reports (Borehole logs, SPT values, RQD, soil strata profiles) alongside tender drawings to determine production rates, equipment sizing, and material consumption.
Prepare detailed quantity take-offs (QTO) and Bills of Quantities (BOQ) covering:
Slope Protection & Stabilization: Soil nailing, shotcrete, rock fall netting/drapery, active/passive wire mesh systems, ground anchors, and gabion/retaining walls.
Foundation Works: Bored piles, micropiles, driven piles, barrettes, and diaphragm walls (D-walls).
Ground Improvement & Shoring: Jet grouting, cement deep soil mixing, stone columns, sheet piling, and temporary lateral support/strutting systems.
Commercial Pricing & Cost Modeling with BD
Build ground-up rate analyses factoring in drilling/rig operational cycle times, consumable bit wear, bentonite/polymer slurries, concrete over-break, steel casing recovery, and heavy equipment mobilization/demobilization.
Coordinate with BD managers to develop margin sensitivity models, value-engineering alternatives (e.g., proposing optimized anchor layouts or hybrid foundation schemes), and competitive bid strategies.
Flag subsurface uncertainty risks, water table challenges, access constraints, and contractual liability clauses during bid prep.
Vendor, Specialist & Subcontractor Procurement
Solicit and vet vendor pricing for specialty drilling consumables, specialized geotextiles/geomembranes, chemical grouts, high-tensile steel tendon anchors, and drilling rig/crane rentals.
Maintain and update an active unit-rate database reflecting current local prices for materials, fuel, rig maintenance, and specialist labor.
Client Clarifications & Bid Defense
Support BD in drafting technical qualification narratives, method statements, and responses to client tender clarification queries.
Participate in pre-bid meetings, site inspections to assess terrain/logistics constraints, and post-bid negotiation rounds.
Education: Bachelor’s Degree in Civil Engineering (PRC licensed Civil Engineer preferred). Background or elective coursework in Geotechnical Engineering or Geology is a distinct plus.
Experience: Minimum 3 to 6 years of direct experience in estimation, tendering, or quantity surveying for geotechnical, foundation, slope mitigation, or earthworks contracting.
Technical Knowledge:
Solid grasp of soil mechanics, drilling and grouting methodologies, piling techniques, and slope stabilization systems.
Ability to interpret geotechnical investigation reports (GI / SI) and translate subsurface data into realistic equipment cycle times.
Software Proficiency: Advanced MS Excel (cost modeling), AutoCAD (cross-section take-offs), MS Project, and takeoff tools (e.g., PlanSwift, Bluebeam).
Communication & Mindset: Strong commercial instinct, sharp attention to contractual boundaries and subsurface risk contingencies, and clear technical writing skills.
Competitive base salary with project-award incentive bonuses
Comprehensive HMO coverage with life insurance
Professional development opportunities in specialized ground engineering
Paid annual leave entitlements
Dynamic collaboration across Business Development, Engineering, and Operations
