Job summary

Private Advertiser is seeking an experienced Cost / Tender Engineer with a strong ground engineering background to join our Business Development group, leading cost estimation, risk assessment, and tender packaging for geotechnical projects.

You will translate geotechnical reports into buildable tender submissions, coordinate with BD and design engineers, and manage procurement and subcontractor pricing to secure competitive bids.

Qualifications

• Education: Civil Engineering degree; PRC license preferred; geotechnical coursework a plus.
• Experience: 3–6 years in estimation, tendering, or quantity surveying for geotechnical projects.
• Technical Knowledge: Soil mechanics, drilling, grouting, piling, slope stabilization.
• Software Proficiency: Excel (cost modeling), AutoCAD, MS Project, PlanSwift/Bluebeam.

Responsibilities

• Geotechnical tender review and estimation using borehole logs and tender drawings to determine production rates and material use.
• Prepare detailed quantity take-offs and BOQs for slope protection, foundation works, and ground improvement.
• Develop commercial pricing and cost models; assess margins and bid strategies.
• Coordinate with BD to review anchor layouts or hybrid foundation options.
• Identify subsurface risks and contractual liabilities during bid prep.
• Procurement of vendor pricing for drilling consumables, geotextiles, grouts, anchors, and rentals.
• Maintain unit-rate database for materials, fuel, and labor.
• Draft technical qualification narratives and responses to clarifications; participate in pre-bid/site visits.
