Biosite Medical Instruments, Inc. is seeking an experienced, detail-oriented, and highly organized Bidding Specialist to manage the preparation, review, submission, and monitoring of government and private-sector bids, tenders, and proposals.
The successful candidate must have actual work experience in bidding or tender preparation and be capable of handling strict deadlines, complex documentary requirements, and cross-functional coordination.
Review Invitations to Bid, Terms of Reference, RFPs, RFQs, ITTs, bid bulletins, technical specifications, and tender instructions
Prepare bid checklists, timelines, responsibility matrices, and submission plans
Gather and validate technical, legal, financial, regulatory, and administrative requirements
Prepare, compile, format, and finalize bid documents based on prescribed requirements
Ensure the completeness of permits, licenses, certifications, registrations, bid forms, notarized documents, and supporting attachments
Coordinate with Sales, Product, Finance, Legal, Regulatory, Warehouse, Operations, and other concerned departments
Assist in preparing price schedules, cost breakdowns, commercial proposals, and other financial bid documents
Conduct quality and compliance checks to minimize errors, omissions, late submissions, and possible disqualification
Facilitate electronic and physical bid submissions within the official deadline
Prepare bid folders, envelopes, labels, seals, electronic files, and delivery arrangements
Monitor bid openings, post-qualification activities, clarifications, notices of award, disqualifications, and other critical developments
Maintain updated bid trackers, calendars, status reports, templates, and document repositories
Ensure proper document control, filing, version management, confidentiality, and records retention
Immediately elevate documentary gaps, compliance risks, deadline concerns, and critical bidding updates
Bachelor’s degree in Business Administration, Marketing, Management, Finance, Legal Management, Procurement, or a related field
Must have at least two (2) years of actual experience in bidding, tender preparation, proposal coordination, or bid documentation
Applicants without relevant bidding or tender experience may not be considered
Experience in government bidding, private-sector tendering, or both is required
Working knowledge of bid documentation, eligibility requirements, technical and financial proposals, post-qualification requirements, and submission procedures
Proficient in Microsoft Office, particularly Word, Excel, PowerPoint, and Outlook
Strong written and verbal communication skills
Excellent attention to detail, organization, and deadline management
Able to review technical, legal, financial, and commercial documents accurately
Capable of managing multiple bids in a fast-paced and deadline-driven environment
Willing to attend bid openings and assist with physical submissions within Manila/NCR when required
Bidding experience in medical devices, in-vitro diagnostics, pharmaceuticals, laboratory equipment, hospital supplies, healthcare products, or a related industry
Experience coordinating with government agencies, hospitals, laboratories, and private healthcare institutions
Familiarity with Republic Act No. 9184, procurement documentation, and post-qualification procedures
Experience preparing bid securities, omnibus sworn statements, eligibility documents, technical specifications, and financial bid forms
