Job summary

Rd8 Builders Corp in the Philippines is seeking a proactive Bidding and Compliance Officer to lead bidding operations, maintain PCAB licenses, PhilGEPS Platinum memberships, and ISO 9001:2015 documentation across entities.

You will manage bid opportunities, prepare compliant proposals, represent the company in pre-bid activities, monitor regulatory requirements, and collaborate with Finance, Logistics, Operations, and HR to optimize bids and ensure file integrity.

Qualifications

• Bachelor's degree in business administration, engineering, management, or related field.
• Experience in government and private construction bidding processes.
• Sound knowledge of Government Procurement Laws and RA 9184 guidelines.
• Hands-on experience with PCAB licensing, PhilGEPS Platinum portal, and government compliance.
• Familiarity with ISO 9001:2015 Quality Management Systems and document control procedures.
• Exceptional attention to detail, time management, and organizational skills.
• Strong negotiation, client representation, and communication abilities.
• Proficiency in Microsoft Office and Google Workspace.
• Analytical mindset with ability to handle high-pressure deadlines.

Responsibilities

• Lead generation and continuous monitoring of bidding opportunities, reviewing invitations, eligibility criteria, and specifications.
• Compile, format, and organize complete bid proposals ensuring compliance and deadlines.
• Represent the company during pre-bid conferences, site inspections, and bid openings.
• Monitor bid results, coordinate post-qualification submissions, and facilitate handovers to operations.
• Manage renewal and monitoring of PCAB licenses, PhilGEPS certifications, permits, and regulatory compliance across affiliates.
• Track win/loss metrics, analyze pricing, and report acquisition metrics to leadership.
• Maintain records and support ISO 9001:2015 audits and document control.
• Supervise bidding staff and coordinate with Finance, Logistics, Operations, and HR.
