- Opportunity Identification & Sourcing: Proactively research, monitor, and qualify private and government bidding opportunities through platforms like PhilGEPS, partner portals, and key industry networks.
- End-to-End Bid Management: Drive the entire bidding lifecycle- developing bid strategies, assembling technical and financial proposals, ensuring full compliance, submitting on time, and leading post-submission negotiations.
- Document Preparation & Quality Assurance: Compile, review, and organize all eligibility documents, Terms of Reference (TOR), Requests for Proposals (RFPs), and tender submissions to ensure zero compliance gaps.
- Cross-Functional Coordination: Collaborate closely with internal technical teams, legal advisors, external consultants, and project heads to gather accurate documentation and align project specs.
- BAC & Pre-Bid Representation: Attend pre-bid conferences, bid opening sessions, and official BAC meetings representing the company.
- Stakeholder Engagement: Build and sustain strong working relationships with government agencies, private clients, BAC secretariats, and strategic partners.
- Contract Review & Legal Compliance: Review contract terms, consultancy agreements, and RFPs while ensuring strict adherence to RA 9184 and relevant legal frameworks.
- Records Management & Regulatory Tracking: Maintain meticulous bid archives, outcome records, and compliance files; stay continuously updated on national procurement trends, amendments to RA 9184, and PhilGEPS updates.
Qualifications & Requirements
- Education: Bachelor's degree in Legal Management, Public Administration, Political Science, Business Management, or a related field.
- Experience: Minimum of 5 years of experience in project bidding, tender preparation, and contract acquisition- preferably within architecture, engineering, or construction/consultancy services.
- Regulatory Expertise: Deep understanding of RA 9184 (Government Procurement Reform Act) and standard procurement protocols for consultancy and infrastructure services.
- Platform Proficiency: Hands-on experience navigating PhilGEPS and dealing with Bids and Awards Committee (BAC) procedures is strictly required.
- Contractual Knowledge: Demonstrated advantage in reviewing technical contracts, TORs, and RFPs for consultancy services.
- Skills & Attributes: Outstanding written and verbal communication skills, exceptional documentation discipline, sharp analytical skills, and proven stakeholder management capabilities.
