Actmax Limited in Malaysia is seeking a Talent Development and Learning & Development specialist to manage TNA, TLD, LMS, and competency development within a manufacturing environment. The role ensures workforce development aligns with quality, safety, productivity, and business objectives.
You will lead the annual Training & Development Plan, coordinate cross-functional programs, manage LMS administration, and support Hi-Po development, career plans, and HRD Corp grant management.

Responsible for managing and coordinating the organization's Talent & Development and Learning & Development (L&D) activities within a manufacturing environment, covering TNA, TLD, LMS, competency development, talent management, succession planning, and HRD Corp grant application and utilization. The role ensures effective workforce development aligned with operational, quality, safety, productivity, and business objectives.
Key responsibilities
Conduct Training Needs Analysis (TNA) based on business requirements, performance gaps, competency assessments, skills matrices, audit findings, and departmental needs.
Develop and implement the annual Training & Development Plan, TLD programs, and training calendar.
Coordinate technical, operational, safety, quality, leadership, soft skills, OJT, coaching, mentoring, cross-training, and upskilling programs.
Manage the Learning Management System (LMS), including course administration, employee enrolment, training assignments, attendance, completion, assessments, certification, records, and reporting.
Develop and maintain competency frameworks, competency matrices, skills matrices, and employee development plans.
Monitor employee competency gaps and coordinate appropriate development and certification programs.
Support Talent Management, High Potential (Hi-Po) development, career development, Individual Development Plans (IDP), and succession planning.
Manage the HRD Corp grant process, including identifying eligible programs, preparing applications, monitoring approvals, coordinating claims, tracking utilization, and maintaining supporting documentation.
Evaluate training effectiveness through assessments, feedback, competency improvement, and workplace performance.
Prepare monthly, quarterly, and annual L&D, LMS, competency, talent, training budget, and HRD Corp utilization reports and dashboards.
Criteria
Diploma or Degree in Human Resources, Business Administration, Psychology, Education, Management, or related field.
2-5 years' experience in Talent Development, L&D, Training, or HR, preferably in a manufacturing environment.
Hands-on experience in LMS, TNA, TLD, competency management, training coordination, and HRD Corp grant management.
Good knowledge of manufacturing operations, technical training, OJT, and workforce development is an advantage.
Strong communication, coordination, analytical, presentation, and Microsoft Office skills.
