We are seeking a dynamic and results-driven Talent Acquisition Specialist to lead our recruitment lifecycle and optimise our talent acquisition strategies. In this role, you will partner closely with hiring managers to identify manpower needs, build robust talent pipelines, drive employer branding initiatives, and oversee specialised expatriate work permit and mobility functions. Beyond recruitment, this role plays a key supporting hand in broader HR operations, employee engagement, compliance, and strategic HR projects.
Lead and optimise the complete recruitment process, from sourcing and interviewing candidates to managing offers and onboarding new hires. Maintain Talent Pipeline for ad hoc hiring needs or fast tracker projects.
Work closely with hiring managers to understand manpower requirements and ensure timely fulfilment of open positions.
Build a strong, proactive talent pipeline utilising job portals, employee referrals, and active networking. Develop innovative strategies to attract high-quality candidates and maintain a healthy candidate database.
Update recruitment tracker daily and update the stakeholder weekly. Utilise HR metrics and analytics to report on hiring trends to Heads of Department (HODs) monthly.
Maintain and update recruitment trackers and onboarding decks; actively participate in and initiate employer branding activities.
Serve as the subject matter expert for expatriate onboarding, taking full ownership of work pass applications, renewals, and related immigration matters.
Manage all specialised compliance requirements for foreign talent, including securing and maintaining CIDB green cards and ensuring alignment with local immigration and labour laws.
Plan and execute employee engagement programmes and welfare initiatives to foster a positive, high-performing work culture.
Maintain all HR records and processes in an audit-ready state, acting as the primary contact for internal and external HR audits.
Review and update company HR policies, procedures, and the Employee Handbook to ensure ongoing alignment with local labour laws.
Degree in Human Resources or any related discipline.
At least 8 years of relevant HR working experience, with extensive experience in Engineering & Construction mass recruitment. Prior experience working with RPO and/or Headhunters will be an added advantage.
Sound knowledge of HR operational processes and a strong understanding of local labour laws and legislation.
Familiar with Microsoft Office – particularly, word, excel and power point.
