Job summary

EcoWorld seeks a Head of Project Planning & Development to set and execute strategic planning across development projects in Malaysia. You will oversee master planning, feasibility modelling, regulatory navigation, and digital transformation of planning workflows, interfacing investment vision with development execution.

You will lead cross-functional teams, manage stakeholders, and drive innovations in BIM, GIS, and Power BI. A strong track record in land development and approvals is required.

Qualifications

• Bachelor's degree in urban planning, architecture, civil engineering, or equivalent.
• Master's degree in urban design, business administration, or strategic planning is highly advantageous.
• Professional certifications (e.g., PMP) are a plus.
• Minimum 15 years of real estate development experience, with at least 5 years in senior strategic planning leadership.
• Experience leading township and high-rise master planning from land acquisition to regulatory approval.

Responsibilities

• Formulate and evaluate project vision, land use strategy, and layouts aligned with investment objectives and policy requirements.
• Navigate planning approvals with authorities; shape strategies to reduce rework and delays.
• Direct multidisciplinary consultant teams and ensure outputs meet strategy and submission readiness.
• Promote digital planning tools (BIM, GIS, Primavera, Power BI) and automate design reviews.
• Lead and mentor a high-performing PPD team and drive continuous learning.
• Align planning with Investment, Marketing, Project Implementation, and Sales for holistic viability.
• Present planning status and risks to management and boards; develop related SOPs and benchmarks.
