The Project Planner is responsible for establishing, maintaining, and controlling the integrated master schedule using Primavera P6 across all phases of the project lifecycle—including design, procurement, civil/system interfaces, construction, installation, testing & commissioning, and handover. This role ensures scheduling integrity, tracks progress against baselines, performs forensic delay/variance analysis, and supports project governance and interface management across complex railway and infrastructure systems.
Develop, manage, and maintain the Integrated Project Programmes using Primavera P6, encompassing design, procurement, construction, installation, testing, commissioning, and final handover.
Establish robust scheduling logic, interface links, activity calendars, and Critical Path integrity consistent with the approved construction methodology and overall delivery strategy.
Develop and monitor Medium-Term, 3-to-6-Week Look-Ahead, and daily/weekly work-front programme to coordinate site access, logistics, and resource allocation.
Provide planning input for tender submissions, work package staging, procurement schedules, and mobilization plans.
2. Progress Monitoring, Updates & Reporting
Update the programme on a weekly/monthly basis incorporating actual progress, scope changes, resource variations, site constraints, and emerging risks to ensure traceable and auditable scheduling data.
Monitor performance against the approved Baseline Programme; perform Critical Path, Near-Critical Path, float, productivity, and variance analyses to identify early delay indicators.
Produce comprehensive weekly and monthly progress reports, programme narratives, S-curves, variance analyses, dashboards, and Earned Value Management (EVM) metrics for senior management and the Client.
Liaise directly with site operations, discipline leads, and field engineers to validate actual progress, work fronts, productivity rates, and physical constraints.
Coordinate programme interfaces between Railway Systems and other infrastructure disciplines, including Civil, Structural, Architectural, M&E, Station, and Depot works.
Ensure appropriate sequencing, access coordination, and commissioning integration across subsystems such as Signalling, Telecommunications, Electrification & Power Supply, Trackwork, SCADA, and AFC.
Review and validate subcontractor and specialist contractor programmes to ensure logic, milestones, progress updates, and interfaces strictly align with the Master Programme.
4. Risk, Change & Forensic Delay Analysis
Conduct Critical Path, Scenario, and What-If analyses to simulate scope adjustments, site access constraints, and project risks, proposing proactive mitigation strategies.
Develop, model, and monitor Recovery and Acceleration Programmes when required, assessing resource reallocations, re-sequencing, and revised construction methodologies.
Perform Delay Analysis, Time Impact Assessments (TIA), and Extension of Time (EOT) evaluations resulting from variation orders, compensable delays, or employer risk events.
Maintain contemporaneous planning records, snapshots, and logs to substantiate Contractual Notices, Change Orders, and claims defenses.
Integrate schedule data with cost and risk management frameworks to support Quantitative Schedule Risk Analysis (QSRA) and Change Control procedures.
5. Stakeholder Communication & Governance
Lead or participate in progress, interface, and risk meetings; present schedule health, critical path trends, delay impacts, and mitigation forecasts to internal leadership and Client representatives.
Support the Planning Manager and Project Director in programme governance, baseline revisions, contractual compliance, and planning process optimization.
Qualifications & Experience
Bachelor’s degree in Civil Engineering, Electrical/Mechanical Engineering, Construction Management, Project Management, or a related discipline.
5+ years of planning and scheduling experience on large-scale infrastructure, transportation, or rail projects (Metro, MRT, LRT, High-Speed, or Mainline Rail).
Direct experience in Railway Systems (Signalling, Power Supply, Trackwork, Telecommunications, or Rolling Stock integration) is highly advantageous.
Expert proficiency in Primavera P6 (P6 Professional / EPPM).
Strong working knowledge of Microsoft Project, Microsoft Excel (advanced modelling), and presentation tools.
Experience with Schedule Risk Analysis software (e.g., Primavera Risk Analysis / Pertmaster, Acumen Fuse) is preferred.
Solid understanding of Critical Path Method (CPM), Earned Value Analysis (EVA), and standard delay analysis protocols (e.g., SCL Delay and Disruption Protocol).
Working knowledge of standard construction contracts (e.g., FIDIC, NEC, or local government public sector forms).
Capability to analyze complex critical path networks, interpret variances, and formulate actionable recovery plans.
Proven ability to bridge technical gaps between civil works and systems/MEP installations.
Written and verbal communication skills for preparing executive-level narratives and defending scheduling positions before clients and subcontractors.
