Perusahaan Otomobil Nasional Sdn Bhd (PROTON) seeks a Senior Manager to lead Property Development & Compliance, overseeing planning, approvals and regulatory submissions across development projects.
You will monitor milestones, coordinate with consultants, contractors and internal teams, and escalate significant compliance risks to management. Bahasa Malaysia, English and Mandarin are noted language requirements.
To manage and oversee the Company's property development and project compliance activities, ensuring that development projects are properly planned, approved, coordinated, monitored and completed in accordance with the Company's objectives, approved development plans, statutory requirements, approved requirements, project specifications, quality standards, contractual obligations, approved budgets and project timelines.
Your Day-to-Day:
1. Property Development planning & Coordination
Ensure development projects are effectively planned, coordinated and implemented in accordance with approved development objectives.
Key Duties
Review development proposals, project plans, development programmes and implementation strategies.
Monitor development activities from planning and approval through construction and completion.
Coordinate with internal departments, consultants, contractors and authorities.
Monitor key project milestones and deliverables.
Identify project constraints, dependencies and potential delays.
Ensure project activities remain aligned with approved objectives.
Coordinate resolution of cross-functional project issues.
Escalate material project issues to management.
2. Project Compliance & Statutory Requirements
Purpose:
Ensure projects comply with applicable laws, regulations, approvals, authority conditions and Company requirements.
Key Duties
Establish and maintain a project compliance register.
Monitor all required planning, development, building, environmental, safety and other approvals.
Track authority submissions, approvals, permits, licences and certificates.
Monitor compliance with conditions imposed by authorities.
Ensure approved plans and conditions are properly communicated to project consultants and contractors.
Monitor expiry dates and renewal requirements.
Identify potential statutory and regulatory non-compliance.
Coordinate corrective action for identified compliance issues.
Escalate significant compliance risks to management.
Maintain proper records of approvals and authority correspondence.
Purpose:
Ensure development and sales activities remain aligned with approved regulatory requirements.
Key Duties
Monitor APDL/DL applications, renewals, conditions and validity for all applicable development projects.
Ensure sales and marketing activities comply with applicable statutory and regulatory requirements.
Review and monitor the accuracy and consistency of project information used in brochures, advertisements, websites, social media, sales galleries and other promotional materials.
Ensure sales and marketing information is consistent with approved development plans, specifications and relevant regulatory approvals.
Monitor changes to project layout, specifications, facilities, development phasing, pricing information and completion timelines for potential regulatory and APDL implications.
Coordinate with Development, Sales & Marketing, Legal, Finance and relevant consultants on APDL and sales compliance matters.
Maintain an APDL, approval and compliance register and ensure all relevant licences, permits and supporting documents are current.
Monitor regulatory correspondence, queries, complaints and potential breaches and ensure timely corrective action and escalation.
Conduct periodic compliance reviews/audits of sales and marketing activities and ensure outdated or non-compliant materials are withdrawn.
Provide compliance briefings and guidance to Sales, Marketing and project teams.
Escalate material regulatory, contractual or compliance risks to senior management and Legal.
Maintain proper records and documentation for audit, management review and regulatory purposes.
Job Requirement:
Bachelor’s Degree:
Degree in Property Development, Real Estate, Property Management, Town Planning, Quantity Surveying, Civil Engineering, Architecture, Construction Management, or related fields.
Specialised in: Building a township or a mixed development project.
Work Experience:
Total Work Experience: 6–10+ years
Total Relevant Experience: 6–8 years
Management experience, several years leading consultants, contractors, internal teams and authority submissions.
Property development experience from land/planning stage through construction, CCC and handover.
Compliance, strong knowledge of planning, development approvals, building approvals, statutory submissions and local-authority requirements.
Authority liaison, experience dealing with PBT/OSC, land office, technical departments and other government agencies.
Project management, budget, programme, contracts, risk, quality, construction and project reporting.
Professional qualification advantageous: if you practise as a registered professional.
Language: Bahasa Malaysia, English and Mandarin.
