You will represent the company in meetings, track timelines, and provide technical guidance to support master planning and project delivery.
Act as the primary liaison with local authorities, agencies, and statutory bodies for all development-related matters.
Lead and manage end-to-end approval processes for Kebenaran Merancang (KM) and Pelan Utiliti (PU), ensuring approvals are secured within project timelines. (Core responsibility)
Assist and coordinate the issuance of Individual and Strata Titles, including projects without an existing management body, by managing follow-ups, documentation, and stakeholder coordination.
Proactively follow up with authorities to secure approvals, resolve issues, and prevent delays.
Represent the company in meetings and discussions with authorities, including presenting submissions and addressing technical queries.
Build and maintain strong working relationships with relevant authorities to facilitate smoother approval processes.
Track title issuance progress and ensure compliance with statutory requirements and timelines.
Resolve land administration and title-related issues in coordination with stakeholders.
Conduct detailed commercial evaluations and cost comparisons of consultants' proposals (e.g., surveyors, engineers, technical specialists).
Provide recommendations to management on consultant selection, balancing cost efficiency, quality, and regulatory requirements.
Monitor cost trends, negotiate professional fees, and identify value-for-money opportunities.
Track consultant performance and deliverables to ensure alignment with agreed scope, cost, and timelines.
Prepare and draft development layout plans using CAD software (e.g., AutoCAD), ensuring optimal land use and compliance with planning guidelines and statutory requirements.
Apply sound technical knowledge of urban planning principles, including building setbacks, plot ratios, density calculations, road reserves, and infrastructure integration in development layouts.
Prepare, draft, and compile the Laporan Cadangan Pemajuan (LCP) to support planning and development submissions.
Prepare layout plans and supporting documents for Kebenaran Merancang (KM) submissions and manage submissions through the OSC (One Stop Centre) online portal.
Conduct preliminary site appraisals, feasibility studies, and spatial analysis to evaluate development potential and support master plan optimisation.
Act as the internal planning consultant by providing technical advice to Project and Technical teams on layout efficiency, planning compliance, regulatory requirements, and design improvements before authority submissions.
Maintain comprehensive and up-to-date records of submissions, approvals, correspondence, and authority feedback.
Ensure submission trackers, approval status reports, and documentation logs comply with ISO standards.
Implement proper document control, version tracking, and organised filing systems for audit readiness and easy retrieval.
Serve as the key coordinator between internal teams, consultants, and authorities.
Communicate submission progress, authority feedback, risks, and required actions to relevant stakeholders.
Drive timely responses from consultants and internal teams to meet submission requirements and deadlines.
Facilitate meetings and ensure proper tracking and follow-up of action items.
Ensure all submissions comply with planning guidelines, statutory regulations, and internal ISO processes.
Stay updated on regulatory requirements, approval procedures, and compliance standards.
Identify risks in approval processes and implement proactive mitigation measures.
Continuously improve submission workflows, coordination processes, and approval timelines while maintaining ISO compliance.
Bachelor's Degree in Town Planning, Urban & Regional Planning, or a related discipline.
Minimum 2–4 years of relevant experience in town planning, development planning, or property development.
Proficient in AutoCAD and capable of preparing development layout plans.
Hands-on experience with Kebenaran Merancang (KM) submissions and the OSC (One Stop Centre) online system.
Strong understanding of planning guidelines, zoning requirements, plot ratios, density calculations, and development control regulations.
Experience liaising with local authorities and statutory bodies.
Good communication, coordination, and stakeholder management skills.
Proficient in Microsoft Office applications.
